     Attached is a summary of the pending applications and Sheet 2 of the development plan identifying the locations for future development. The narrative is fairly detailed (and perhaps not much of a "summary") but fully describes the components of the request, in terms of use, timing, etc.

     The referenced application has been submitted for DP&Z review, and they have had discussions with staff, with John Litzenberger, as well as with the Providence District. (The majority of the proposed facilities are located in Sully, however).
     DAS have been approved and installed in the county, first in Great Falls/McLean and then in Oakton/Hunter Mill area. At present, they have phase II of the Oakton/Hunter Mill facilities under review and partially approved (2232-P10-10). The subject DAS is not yet calendared for hearing, but they are prepared to brief the committee and respond to questions.
     They will provide a more detailed description, plans, etc. in advance of the meeting

• The Fairfax Federation announced this year's Citizen of the Year Honorees
  • Citizen of the Year: Mollie Morison-Loeffler is a Mason District citizen community leader who has helped revitalize her community, win grants for her neighborhood and local parks, and revive the Mason District Council.
  • Citation Of Merit: Federation Board member and volunteer Charles Dane, known for his deep knowledge of and tireless involvement in local public education issues,
  • Special Gratitude Awards: Anthony Griffin (who as Fairfax County Executive, has provided Fairfax County with solid leadership, good fiscal stewardship, and motivated and inspired the county workforce) and Bill Lecos (who as past president and CEO of the Fairfax Chamber of Commerce and a member of the Tysons Land Use Task Force, played a central role in the citizen-based effort to replan Tysons Corner).

• The 4th Circuit of the US court of Appeals reached a decision on 23 March 2011, upholding the lower Court in dismissing all of the claims brought by Chris Walker challenging the Dulles Rail Project.
  • That brings to an end the last of the lawsuits challenging one or another aspect of the Dulles Rail Project.
  • The Circuit characterized Walker's claims as being "generalized grievances" which did not present a true controversy that the Court could resolve but instead raised policy issues not appropriate for the Court.
  • The only claim that they addressed directly was one that alleged that MWAA had violated Virginia's Freedom of Information statute. The Court affirmed the lower Court's conclusion that the Airports Authority, as an independent political body, was not subject to Virginia's FOIA statute.

• The Metropolitan Washington Airports Authority (MWAA) met on 16 March to consider funding constraints on Phase 2 of the Dulles Rail project. They discussed:

• On 16 March 2011 Mark Tipton, the FCFCA representative to the Trails and Sidewalks Committee, provided:

  • Topic: Demystifying Recycling
  • Speaker: Pamela Gratton, Recycling Manager, Fairfax County DPWES
  • Recycling is an effective and easy way to help protect the local environment. Pamela Gratton, Recycling Manager with the Fairfax County Department of Public Works and Environmental Services, will speak on recycling practices in the northern Virginia region. The presentation will focus on the different types of materials that can be recycled and what really happens to them on their journey to becoming new products. The discussion will address the details of the individual characteristics and physical properties of recyclables and what actually makes them recyclable. The lifecycle of a recyclable will also be addressed so that residents can make informed decisions about what, and what not, to place in the recycling bin.

• Common Interest Community Board (CICB) Ombudsman Regulations on Association Complaint Procedures - Public Comment Period through 3/18/2011
  • A draft of the proposed Ombudsman Regulations has been approved by the Governor and posted for public comment. The public comment period began on January 17 and will be open through March 18, 2011. A public hearing will be held in Richmond on March 3, 2011.
  • Very important aspects of the proposed regulations are the requirements regarding the Association Complaint Process, through which citizens can file complaints against HOAs and Condo Associations. These regulations will likely take effect in Spring of Summer 2011, after which associations will have 90 days within which to adopt written complaint procedures that comply with the regulations.
  • The proposed rule states that if an HOA or Condo Association has adopted a process for handling written complaints (and has filed it with the CICB), then the Office of the Ombudsman will not accept any complaint from a homeowner unless a final adverse decision has been issued by an association. If no written complaint procedures are adopted, the Office of the Ombudsman will continue to review all complaints against an association.
  • Residents living in HOAs and Condo Associations are encouraged to review the proposed regulations so that Associations will be prepared to comply once the regulations take effect, and can comment on the proposed rule if they want their views considered.

• Tysons Metrorail Station Access Management Study
  • You are invited to participate in a community dialogue on bus transit, bicycle and pedestrian access to the four new Metrorail Silver Line stations in Tysons Corner.
  • The Tysons Metrorail Stations Access Management Study (TMSAMS) Advisory Group* is hosting four public meetings to explain the details of the study and to gather your input on recommended bus transit, bicycle and pedestrian improvements needed to access the coming stations. Because there will be no daily or long-term parking at the stations, the study is focused on bus, pedestrian, and bicycle improvements.
  • WHAT WILL HAPPEN AT THE MEETINGS? - During these meetings, you will have an opportunity to learn more about the project by viewing a short presentation. You’ll then have the opportunity to ask questions of County Staff and to engage in small group discussions to identify your priorities for bus, bicycle and pedestrian improvements that are necessary to access the new stations.
  • WHAT WILL HAPPEN WITH YOUR INPUT? - The Fairfax County Department of Transportation will use the input obtained through this outreach process to prioritize recommended bus, bicycle and pedestrian improvements providing access to the new Metrorail Stations in Tysons Corner.

• Transportation Planning Board Leadership Training Opportunity

  How are transportation decisions made in the Washington region? • Services changes to FAIRFAX CONNECTOR routes to be implemented on April 3, 2011. Reston East Park and Ride will close on Sunday, April 3, necessitating changes to the following routes:
  • Route 505: Add service to Sunset Hill Interim Park and Ride Lot, remove route from the Reston East Park-and-Ride Lot, adjust the schedule to provide ten minute service between Sunset Hills and West Falls Church.
  • Route 551: Modify schedule to add one additional morning trip at 9:10, and two evening trips at 8:40 and 9:40, shift 8:15 trip up to 8:10, remove route from Reston East.
  • Route 552: Modify the schedule to add one additional evening trip at 9:35, remove route from Reston East
  • Proposed New Route 555: Implement new bus route to provide 10 minute service in the AM and PM peak periods between the newly constructed Sunset Hills Interim Park and Ride Lot and West Falls Church.
  • Route 554 and 557: Modify the routes and schedules to remove service from Reston East.

• A community meeting will held to consider a proposal by T-Mobile to construct a a 100' high flagpole at Burke Nursery, 3143 West Ox Road.
  • The meeting will be held on Monday, April 25th from 7:00 to 9:00 PM at Navy Elementary School.
  • They will also conduct a community balloon test on Saturday, April 9th from 9:00 to 11:00 AM at the Burke Nursery site. If the weather does not cooperate (too windy) and the demonstration needs to be canceled, the backup date will be the following Saturday, April 16th. They want to have the balloon test before the leaves come out.
  • A combined letter notice for all dates will be sent out to the immediate neighbors and surrounding HOAs by March 21st.
