• Mr. Frey spoke at length about numerous issues affecting the county and Sully District.
• Police, fire and rescue responses have been excellent despite budget cuts
• Funding cuts of 3 Million are needed and next year will be worse.
• Supervisors will discuss areas that are common to all: Budget; affordable housing; transportation studies.
• Count received 54 million from higher commercial taxes. Stimulus funds are merely filling in cuts that were made but no extra funds.
• A group is looking at a Dulles Airport transportation loop of routes 50, 28 and 606.
• Fairfax County Parkway at Fair Lakes will have a new interchange. Centreville Road is being widened. Willard Rd and Frying Pan interchanges to be done by the end of the year. Plans for 8 lanes on Rt 28 from Rt 50 to Toll Rd.
• Fairfax Connector has taken over Metro routes locally. Connector service is cheaper and routes are easier to change.
• Biggest need for public transportation is in our area because people cannot get to jobs in Chantilly/Centreville. Adjacent communities apprehensive about Inova Fair Oaks Hospital expansion. We must balance their concerns with health services to western Fairfax county.
• A question was asked about a possible ban on commercial vehicles parking in neighborhoods. Mr. Frey stated that a test was being conducted in the Mt. Vernon area. He’s not willing to make a county-wide ban now. Will need to look at vehicle size, not aesthetics.
• More land was acquired for the Centreville historic district and a master plan being developed. A grant was approved to have all architectural guidelines redone to address issues such as lighting.
• There are problems in county schools with gangs and drugs. The budget for School Resource Officers was not cut.
• A land use issue concerns min-marts versus convenience store. For a long time no one wanted service stations to sell beer. Now some do, some don’t. County ordinance allows it. Mr. Frey will support community decision.

  • Location: Vale
    DCS currently operates under SE 2005-SU-020, which permits it to have 135 children in grades K-8. The purpose of the application is to amend the development conditions so that the school may add ninth and tenth grades. The over all number of children permitted--135--would not increase.
    DCS hopes very much to have the SEA granted before the new school year begins so that it may have a ninth grade this September. With the assistance of Supervisor Frey's office, it was able to get the PC hearing scheduled for July 30 and the BOS hearing for August 3.
    Because the amendment sought is so minor (and because they're trying to hold down costs for this very small private school), they would appreciate it very much if the SDC could vote on the matter on June 24 rather than in July.
    Materials relating to the application submitted by Dominion Christian School include the application form, the Statement of Justification, and the plat. The plat basically shows what's on the property now as there will be no new construction, only the restriping of the parking lots.

  • Action: Determine whether or not it is feasible to file a SEA to request a change in Development Conditions for SEA 93-Y-006
  • Location: Lee Center
    PMG/E&C have asked to determining whether or not it is feasible to file a SEA to request a change in Development Conditions for SEA 93-Y-006, approved February 13, 1995 for a service station, quick service food store, and vehicle light service establishment. PMG/E&C lease the gasoline and quick food service store from the property owner and other entities lease the other 2 uses. This SEA was approved with some fairly standard conditions at that time, Condition No. 12 relates to the types of food and retail products that may be sold. The condition specifically states that "No alcoholic beverages shall be allowed to be sold." That is the condition which PMG/E&C would like to request be deleted.
    PMG/E&C's company representatives have met with Supervisor Frey and County Staff in an effort to determine specific reasons why this condition was imposed, or if it was a standard condition that was imposed frequently at that time. The SE applications for quick food service stores that the proponent personally has processed have not had that condition and she does not know the background of this one. Supervisory Frey recommended they meet with the citizen groups immediately surrounding the store and meet with the Western Fairfax County Citizens Association (WFCCA) as well.
    When they took this case to the WFCCA last week, the WFCCA said they did not wish to make a decision without a full Committee since there were only 4 members. However, from listening to their remarks and comments about the feelings of the absent members, it seemed clear that the WFCCA Committee's decision would be they will not recommend approval of the removal of the existing condition (which they said was one that group recommended) that there could be no alcohol sales.
    Although, Petroleum Marketing Group and E & C Enterprises have made the decision not to go forward, Supervisor Frey said he believed we needed broader citizen input on this issue and suggested we continue with our planned meeting with the SDC. However, with PMG/E&C making this decision, the proponent is hesitate to go forward with this issue. They would be interested to know our committee's comments if we choose to discuss this issue.

    Pender Village Center and Pender Mission Center (previously noted as Pender Executive Center) is a mixed-use project located at the intersection of Route 50, Lee Jackson Memorial Highway, and Fair Ridge Drive. Construction of the first phase of the project (Pender Village Center) encompassing the retail and office component began in early September of 2008. The base building portion of the project is scheduled to complete this fall with many retailers planning to open before the holidays. Pender Mission Center is not yet in the site planning phase, however the signage for the project is contained within our Comprehensive Sign Plan for the project. A Planning Commission date is set for July 29, 2009.

• Balloon Test at Chantilly High School
  • As reported in the May Minutes, a telecommunication company is planning to replace a light pole at Chantilly High School with a cellular pole.
  • A test balloon will be flown on July 11th from 8-10am, with a rain date of July 18th, so the community can see the height impact of the proposed pole on the Chantilly High School campus.

  • Speaking at a meeting of business leaders and state and local elected officials the morning of 3 June 09, Virginia Transportation Secretary Pierce Homer outlined the dire fiscal condition of Virginia's transportation program.
    "We are approaching a cliff," the Secretary said. "If we don't act quickly (to address the transportation funding crisis), Virginia's prosperity will go elsewhere."
  • Core Transportation Functions at Risk
    Secretary Homer said declining federal and state revenues will soon compromise the Commonwealth's ability to meet its core transportation priorities, meaning:
    • No state funds to match federal funds (meaning Virginia loses federal money).
    • No state funds for transportation improvements to attract major employers (meaning jobs will locate elsewhere).
    • No state or federal dollars for road and transit improvements to reduce congestion (meaning congestion continues to get worse).
    • No state funds to attract public private transportation partnerships (meaning private sector transportation dollars go elsewhere).

• Widening Centreville Road as reported by Delegate Rust
  • Many residents are impacted by the widening of Centreville Road from 2 lanes to 6 lanes; therefore, I contacted VDOT for an update which I would like to share the information with you. Needless to say, Mother Nature and her rain storms have hampered construction. The contractor is currently behind about 7% due to the weather, but hopes to catch up within the next few weeks as weather improves. The good news is that the southbound lanes should get paved within the next two months and the existing traffic switched to these new lanes to allow construction of the proposed northbound lanes. It is their goal for the widening to be complete by April 2010.

• Sully Spot Improvement Candidate Selected:
  • Supervisor Mike Frey has agreed with the County FDOT to make the Lee Road culvert as the top priority for a spot improvement project. With VDOT taking $600k from another project and the county using some of its money Lee Road can be widened over the existing culvert. A number of people asked that this be done as part of the Route 50 widening project, especially due to the fact that the Rt. 28 southbound movement to Lee Road would be prohibited.
  • The Lee Road improvements would resolve a safety issue and improve traffic flow while the previous Sully Candidate, New Braddock/Union Mill, for the most part works.

• VDOT and DRPT Must Cut More from Budget
  • The Virginia Department of Transportation and the Virginia Department of Rail and Public Transportation presented a draft Six-Year Improvement Program for Fiscal Years 2010-2015 Wednesday to the Commonwealth Transportation Board. The total proposed program is $7.4 billion, down from $8.9 billion in the revised FY 2009-2014 budget approved three months ago. The FY 2010-2015 budget reflects $650 million in cuts to the highway program and $880 million in reductions to rail and transit.
  • The highway declines are largely a result of continued state and federal revenue shortfalls, while the transit and rail declines are mainly attributed to the transition of the Dulles Corridor Metrorail Project to the Metropolitan Washington Airports Authority, which reduced the program by $776 million.
  • The commonwealth is continually challenged to meet federal obligations and state maintenance requirements for our highway system while dealing with drastic declines in state and federal revenues,” says Pierce R. Homer, Virginia secretary of transportation. “We have been able to maintain our rail and transit programs and services.”
  • Transportation revenue reductions have forced the CTB to significantly reduce the six-year program over the past several years:
    • Fiscal years 2008-13 program adopted June 2007: $11 billion ($8.7 billion for highways).
    • Fiscal years 2009-14 program adopted June 2008: $10.6 billion ($7.9 billion for highways).
    • Revised fiscal years 2009-14 program adopted February 2009: $8.9 billion ($6.0 billion for highways).
    • Proposed Fiscal years 2010-2015 program: $7.4 billion ($5.4 billion for highways).
  • The Draft FY 2010-2015 Six-Year Improvement Program, including proposed project cut lists for interstate, primary, secondary and urban roadways, is available online. Details of the rail and transit program are also online.
  • VDOT also applied previously allocated but unused dollars from interstate projects to fund two major ready-to-go projects in order to match federal funds for FY 2009. More than $97 million from projects with phases that were not currently under way was reallocated in order to complete the I-95 bridge rehabilitation and I-64 paving projects in the Richmond District.
  • “After reducing the highway program by $2 billion in the revised FY 2009-2014 program, VDOT is again faced with more program funding challenges,” says VDOT Commissioner David S. Ekern, P.E.
  • “VDOT is stretching every dollar to ensure federal and state obligations are met, and using available funds to keep projects that can move forward progressing as quickly as possible.”

Badger, P.E.
  • The Commonwealth of Virginia will host four public hearings across the state in June to receive public input on the Fiscal Years 2010-2015 Six-Year Improvement Program for highway, transit, rail and commuter service improvements. CTB members will host the hearings and leaders from VDOT and DRPT will attend and provide information.
