• The SDC Secretary, Derek DuBard, has submitted his resignation.
  • I'm going to have to give up my position as Secretary. This is the third meeting in a row that I have to miss due to family obligations and given that we are expecting another child, it's unlikely that I will have any time to devote to outside activities for a while. I appreciate the opportunity and I hope to be more involved in the community in the future.
  We are looking for someone to step up and complete the rest of Derek's term which would have expired at the end of June 2009.

• The VA Secretary of Transportation, Pierce Homer, sent a 6 Apr 09 letter to the VA Senate and House Appropriations and Transportation Chairs containing "a prioritized and comprehensive listing of transportation projects that would be ready to be advertised if funding were to become available in the federal stimulus package, regardless of whether or not final criteria have been released." The letter contains the following attachments:
  1. summarizes Recovery Act aviation funding to Virginia. These projects were directly selected by the Federal Aviation Administration.
  2. summarizes Recovery Act public transportation funding to major transit properties in Virginia. These projects were directly selected by the individual transit commissions,
  3. summarizes possible Recovery Act public transportation funding to rural and small urban transit properties in Virginia. Final project decisions will be made by the Commonwealth Transportation Board in response to individual grant requests from transit operators.
  4. summarizes possible Recovery Act enhancement funding in Virginia. This is a mandatory requirement of the Recovery Act. and final project decisions will be made by the Commonwealth Transportation Board.
  5. summarizes mandatory Recovery Act funding distributions in Virginia. In the five urbanized areas in Virginia with populations greater than 200.000 the Metropolitan Planning Organizations will make project decisions totaling approximately $1,178 million. In addition. the Commonwealth Transportation Board will make approximately $90.5 million in project decisions in urbanized areas with populations less than 200.000. In all cases, the individual Metropolitan Planning Organization and the Commonwealth Transportation Board must concur in the final project selection.
  6. summarizes proposed Recovery Act funding for 119 small. structurally deficient bridges in Virginia. These projects were developed based on the quantitative deficiency rating of the bridge as well as a finding that all permits. rights-of-way. and utility issues could be resolved within the requisite time frame. The Commonwealth Transportation Board has the final jurisdiction over these projects and will consider them at its April 16 meeting.
  7. summarizes proposed Recovery Act funding for approximately 430 lane miles of interstate and primary highway paving. These projects were developed based on the quantitative deficiency rating of the pavement as well as a finding that all permits. rights-of-way, and utility issues could be resolved within the requisite time frame. The Commonwealth Transportation Board has the final jurisdiction over these projects and will consider them at its April 16 meeting.
  8. summarizes possible Recovery Act funding to serve up to five military installations undergoing substantial employment growth under the federal Base Realignment and Closure (BRAC) Act. These projects are being developed based on the need to serve the nearly 25.000 Department of Defense employees at new locations within the Commonwealth. Discussions and evaluations of these projects are ongoing with the Department of Defense and the affected localities and metropolitan planning organizations. The Commonwealth Transportation Board has the final jurisdiction over these projects and may consider some or all at its April 16 meeting.
  9. summarizes possible Recovery Act funding to serve freight and passenger rail needs in the Heartland, 1-95 and 1-81/Rt. 29 corridors. These projects could he included by flexing Recovery Act highway funds into freight and passenger rail projects. These projects are being developed in accordance with the adopted statewide rail plan and previous policy guidance from the General Assembly and Congress. The Commonwealth Transportation Board has the final jurisdiction over these projects and may consider some or all at its April 16 meeting.
  10. summarizes possible candidate highway projects for Recovery Act funding. These candidate projects include additional paving. bridge repair, congestion relief. and economic development projects. These projects are being developed in consultation with the Congressional Delegation. the General Assembly (through the Joint Commission on Transportation Accountability). the affected localities and metropolitan planning organizations, the highway construction industry and the Federal highway Administration. The Commonwealth Transportation Board has the final jurisdiction over these projects and may consider some or all at its April 16 meeting.

• Electric Sunday Offers Fairfax County Residents Free Electronics Recycling Opportunity
  • The Fairfax County Solid Waste Management Program will host Electric Sundays on Sunday, April 19, and Sunday, May 17. On each of these Sundays, Fairfax County residents will be able to recycle televisions, computers and peripheral electronic devices from 10 a.m. until 3 p.m. at the I-66 Transfer Station, located at 4618 West Ox Road, Fairfax. This is a free service available only to Fairfax County residents. Devices from businesses will not be accepted at these events.
  • This event is limited to the collection of televisions, computers and peripheral electronic devices - including keyboards, speakers, printers, external drives and other such materials. Residents should not bring small or large kitchen appliances, CDs, DVDs, video cassettes or stereo equipment to these events. Items brought to these events for recycling do not need to be in working order.

  • It's a new twist on an old concept: go to where the people are and reach out! Citizens can choose from nine locations around the county at which to discuss topics of their choice.
  • The nine forums are scheduled on Thursday nights at 7 p.m. Input on how the Park Authority can best meet the community's needs is invited. Staff will use the gathered information to guide decisions regarding the organization and the agency's service delivery.

• Virginia's first Invasive Plant Removal Day on May 2
  • Virginia Master Naturalists and the Virginia Native Plant Society are co-sponsoring the first-ever, Virginia Invasive Plant Removal Day on Saturday, May 2. Events are being planned throughout Virginia and will involve students, families, citizen groups and government agencies in an effort to rid natural areas of non-native plants.
  • This is an opportunity to host a project site, or to participate at an existing site. Anyone who would like to register an event or volunteer to help at a nearby site, should go to: http://www.virginiamasternaturalist.org/invasives/index.html.
  • Non-native, invasive species cause ecological and economic harm. They typically mature quickly, generate many offspring and can tolerate a wide range of habitats. Because they are able to successfully establish in new territory, invasive species out-compete native species for the same resources and eventually harm trees, wildlife and water quality. They are a serious threat to the quality of our natural areas.
  • Invasives have taken a firm foothold in many parts of the state and everyone's help is needed to reclaim our natural areas. Removing invasive plants and sowing native flora is a fantastic way to restore water quality and wildlife habitat.

• The application deadline for the Metropolitan Washington Council of Governements FY 2010 Transportation/Land use Coordination (TLC) Technical Assistance Program is 4:00 p.m. on May 18, 2009.
  The TLC Technical Assistance Program provides focused consultant assistance to local jurisdictions working on creative, forward-thinking and sustainable plans and projects. Any local jurisdiction in the Metropolitan Washington region that is a member of the TPB is eligible to apply, and technical assistance may include a range of services, such as:
  • Public involvement facilitation
  • Development and utilization of visualization techniques
  • Streetscape and infill design assistance
  • Assistance with scoping longer term planning studies
  • Help with other challenges related to strengthening transportation and land use coordination

  For information on the projects completed as part of the FY 2007, FY 2008, and FY 2009 TLC technical assistance programs, as well as projects completed as part of the VDOT Multimodal Grant Program, please see Completed Projects.
  Recipients are eligible to receive a range of technical assistance between $10,000 and $60,000 for a project. Recipients do not receive direct financial assistance. Technical assistance is provided by consultants who are contracted on an individual project basis. COG/TPB has developed a list of pre-qualified consultants to provide technical assistance. Using this list, COG/TPB works with jurisdictions to identify potentially appropriate firms, organizations and individuals to provide the approved technical assistance, and seeks quotes and availability from consultants to determine who should be contracted to conduct the service or task in accordance with the required schedule.

• Public Information Meetings - I-66 Transit/Transportation Demand Management (TDM) Study
  The Virginia Department of Rail and Public Transportation (DRPT) is conducting this study to identify potential short- and medium-term transit and TDM enhancements that will increase mobility in the I-66 corridor between Washington D.C., and Haymarket, Virginia. Improvements could include new bus services such as Bus Rapid Transit (BRT) and commuter choices such as carpooling, vanpooling and park and ride lots.
  Public information meetings are being held for the public to learn more about this study. Each meeting will include a continuous open house with representatives available to provide information on the study corridor and alternatives under consideration. In addition, a presentation will be given twice (at 7 p.m. and 8 p.m.) with an opportunity for questions and answers afterward.

• 2009 Fairfax County Environmental Excellence Awards Nominations Open -- due May 31
  Fairfax County is accepting nominations through May 31 for the 10th annual Environmental Excellence Awards recognizing those who dedicate time, energy and expertise to improve the environment in support of the Fairfax County Board of Supervisors’ environmental goals.
  Awards are for achievements that occur between June 1, 2008, and May 31, 2009, or for accomplishments that occurred over a period of years, including at least a portion of the eligibility period. One or more awards may be presented in each of the following categories:

  • Businesses.
  • Fairfax County Government employees.
