- Action: Rezoning and development application for an independent living and medical care facilities
- Location: Centreville Road, to the north of McLearen Road
Following a presentation at our June meeting meeting where we heard, and had no objection to, a presentation to locate both a senior citizen assisted living and nursing facility on Centreville Road north of its intersection with McLearen Rd, the proponents returned to our September meeting to keep the SDC current with their on-going progress.
- After hearing their revised plans, the SDC recommended that The Crossings have:
- Some sort of integration between the two facilities in case residents have to move into the nursing home for awhile;
- An enclosed skyway or a tunnel between the two buildings so a spouse or friend can easily visit someone in the other building; and
- A covered area for picking up and dropping off residents because it takes awhile to assist the elderly.
- Since the Applicant's last presentation to the SDC in September they have continued to work with the Supervisor's office, the Planning Commissioner and staff to refine the development proposal. It has recently become apparent that the Fairfax County Zoning Evaluation staff report may not recommend approval of the application. Staff has stated that there may be outstanding concerns regarding the community's design. In a meeting held with Supervisor Frey and Planning Commissioner Litzenberger, staff raised this concern without identifying specific recommendations. During the meeting, Supervisor Frey and Planning Commissioner Litzenberger identified several design features that they would like to see addressed, specifically, widening the proposed setback to Centreville Road and improving the landscaping on the berm proposed along the frontage; removal of impervious surface in proximity to Centreville Road; a reduction in the number of parking spaces; providing a connection between the proposed buildings protected from the weather (also recommended by the SDC); and providing sections of the proposed retaining wall at the rear of the property. During the last meeting with the SDC, a physical connection was recommended for further evaluation. The Applicant has revised the CDP/FDP to address these items. Unfortunately, it is not clear if these modifications are sufficient to receive staff's recommendation of approval.
Given the upcoming public hearing, they appreciate the opportunity to present the revised CDP/FDP to the SDC..
