The Sully District Council will meet at 7:00 p.m. in the Sully District Governmental Center meeting room 1, 4900 Stonecroft Boulevard, Chantilly, VA, 20151. The meeting will be canceled if Fairfax County Schools or after school activities are canceled due to adverse weather the day of the meeting.
Proponent: Weldon Spurling for the Applicant and landowner, Anh H.Tran,
Action: Special Exception (SE-2007-SU-017) in order to subdivide and develop land
Location: In the Lester and Crawford Subdivision
The Applicant and landowner, Anh H.Tran, requests approval of a Special Exception in order to subdivide and develop land in the Lester and Crawford Subdivision. In particular, reduce the minimum lot width requirement from 150 feet 140.00 feet at the Oxon Road frontage for the new lot.
The subject 2.287 acre lot is located in the Lester and Crawford Subdivision and is currently zoned R-1. Oxon Road is a shoulder design section with drainage ditches adequate to convey both roadway and lot runoff.
Mr. Tran proposes to subdivide the existing lot and leave the existing house standing. A single-family detached dwelling is proposed on the new lot. Other work includes:
A public water main along Oxon Road
A stone dust tennis court
A circular driveway
A greenhouse
A fair weather crossing within the existing floodplain drainage easement.
A public sanitary sewer line within the existing sanitary sewer easement.
Stormwater management will be provided by four rain garden facilities and grading which effectively reduces the post-development runoff to below pre-development rates. The dwelling footprint, tennis court and driveways will be situated on the lot to avoid most of the existing mature trees located on the site.

New Business
Fairfax County Department of Planning & Zoning held a meeting on 24 June to discuss Residential Compatibility. They made a presentation on angle of bulk plane.
Fairfax County Launches Neighborhood Enhancement Partnership Program
Fairfax County announces a funding opportunity for selected projects through the Neighborhood Enhancement Partnership Program. The program aims to enhance the quality of life in neighborhoods by supporting projects and initiatives that assist in the ongoing effort to encourage increased resident participation in civic engagement and neighborhood beautification efforts.
The goals are to:
Promote healthier, safer and cleaner neighborhoods.
Enhance neighborhood appearance.
Encourage or create a culture of engagement, including facilitating communication and connections in neighborhoods between individuals, youth and families.
Build or nurture community leadership within a neighborhood.
A total of $100,000 is available in Fiscal Year (FY) 2009. Awards up to $5,000 will be made on a one-time basis to selected projects. Eligible organizations may submit proposals for multiple projects.
Organizations eligible to receive the award include:
Neighborhood or civic associations such as community service clubs or homeowners associations that formally serve a neighborhood or neighborhoods.
Nonprofit or faith-based organizations that have an active partnership with a neighborhood/civic association.
Organizations located within the unincorporated portions of Fairfax County. The incorporated towns of Vienna, Herndon and Clifton also are eligible.
The application forms will be available at Board of Supervisors' district offices or online. Applications must be submitted for the first half of FY 2009 no later than 2 p.m. on July 2, 2008, and Nov. 26, 2008, for the second half.

Program: "Trees Are Among Man’s Coolest Friends"
Speaker: Jim McGlone, Urban Forest Conservationist, Virginia Department of Forestry
Jim McGlone, a long-time environmental activist and urban forester, will talk about the importance of trees in rapidly urbanizing Fairfax County. In addition to summarizing the County’s recent policies underscoring the need to increase its tree canopy generally, McGlone will also cover points we should keep in mind as we consider our forestry stewardship in planting and maintaining trees on our own properties and in our volunteer work on public properties.
Shelter Announces Time Changes for 2008 Rabies Clinics
The Fairfax County Animal Shelter will change the time for each of its remaining 2008 low-cost rabies clinics. The clinics will now be held from 2 - 4 p.m. at the animal shelter at 4500 West Ox Road, Fairfax, Va. 22030.

Stakeholders Meeting - Riparian Buffers Along Headwater Streams
The Fairfax County Department of Public Works and Environmental Services (DPWES) invites you to participate in two information gathering sessions to discuss issues related to the creation of riparian buffers along headwater streams. These headwater streams are located upstream of existing Resource Protection Areas (RPAs). RPAs are riparian buffers established around perennial streams that are protected under the county’s Chesapeake Bay Preservation Ordinance. The information gathered in these sessions will be used in evaluating a regulatory approach to protecting these headwater streams. A regulatory approach will complement the recently adopted Comprehensive Plan guidance regarding the protection and restoration of headwater streams and associated buffer areas.
The information gathering sessions will be approximately 2 hours in length and begin at 7:00 pm. Different issues will be discussed at each meeting. Thus a commitment to attend both sessions is strongly encouraged to provide continuity regarding the discussions and issues. The sessions are scheduled for the following dates and locations:
