- 7:00 -- Middleton Farms Plan Amendment

The following Staff Report has been posted on the Department of Planning and Zoning Website, Proposed Comprehensive Plan Amendments page:
- Submissions DSC-D1-1 (Middleton Farms) & DSC-D1-2 (Jackson Property) of the Dulles Suburban Center Study (Plan Amendment 2013-III-DS1) - On July 9, 2013, through the approval of the 2013 Comprehensive Plan Work Program, the Fairfax County Board of Supervisors (Board) authorized Plan Amendment (PA) 2013-III-DS1 for consideration of a Comprehensive Plan Amendment for the Dulles Suburban Center. As a part of the Dulles Suburban Center Study, submissions to suggest potential changes to the Dulles Suburban Center section of the Comprehensive Plan were received, including submissions DSC-D1-1 (Middleton Farms) and Submission DSC-D1-2 (Jackson Property).
- Submission DSC-D1-1 (Middleton Farms), located at 13801 Frying Pan Road and 13713 Frying pan Road Tax Map # 24-2 ((1))1, 10 is approx. 66.96 ac. and is located in both the Dranesville and Sully Supervisor Districts. These properties are under concurrent review for rezoning for residential use (RZ 2017-MD-027).
- Submission DSC-D1-2 (Jackson Property), located at 13717 Frying Pan Road, Tax Map # 24-2((1))2, 3, 4 is approx. 7.35 ac. and is located in the Dranesville Supervisor District.
- Tax Map # 24-2((1))1, 10 is planned for office use up to .15 FAR with an option for office, hotel, recreational facilities and support service retail uses up to .40 FAR with conditions. Tax Map # 24-2((1)) 2, 3, 4 is planned for public park use and office use up to .15 FAR, with an option for consolidation with the Tax Map # 24-2 ((1)) 1, 10, with conditions.
- The amendment will consider adding an option for the subject properties for residential use up to a density of 5 dwelling units per acre (du/ac).
- Planning Commission public hearing: Thursday, February 15, 2018 at 7:30 PM.
- Board of Supervisors public hearing: Tuesday, March 20, 2018 at 4:00 P.M.

- Review of history of lot: The overlay for higher density includes requirement to build bridge from Park Center Drive to Sunrise Valley Drive.
- Residential development has less peak travel impacts than current office at FAR.15
- Jackson property cannot develop at a higher density, but may have its higher density added to the Middleton Farms property if it is consolidated
- Jackson property only has right in/out on Frying Pan Road, need to access new Middleton Farm spine road to go north or west. The access has to be far enough to allow turning motions to access Frying Pan Road, but not have a large impact on the EQC
- Jackson property owners asked for 10dua, then asked for 7, but the DSC advisory Group recommends 5dua
- Jeff had concerns that the widening of Frying Plan Road eastwards to Centreville Road isn't a contingency to the plan amendments that will cause residential development to be built in the near future without adequate connectivity to the east.
- Recommendation: The SDC recommends the approval of the DSCTF plan amendments for the Middleton Farm and Jackson Property if the Fairfax County government makes a commitment to facilitate the improvement of Frying Pan road from its intersection with Sunrise Valley Drive and Park Center Road to its the intersection of Centreville Road
- 7:40 -- Middleton Farms Rezoning
- Proponent:Lori R. Greenlief, Senior Land Use Planner, McGuireWoods LLP
- Action: Rezoning
- Location: Middleton Farms
- Fairfax County staff conducted a community meeting on two Dulles Suburban Center Study proposals:
- DSC-D1-1 Middleton Farms (67 Acres)
- Current Comprehensive Plan Recommendation: Planned for office up to .15 FAR with an option for office, hotel, recreational facilities and support service retail up to .4 FAR with conditions.
- Proposed Plan Amendment: Add option for single-family attached residential units at a density of 5 dwelling units per acre (du/ac).
- DSC-D1-2 Jackson Property (7.35 Acres)
- Current Comprehensive Plan Recommendation: The southern portion of the sub-unit that includes the Horse Pen Run is planned for public park use. The remainder of the sub-unit is planned for office use up to .15 FAR to provide development that is compatible with existing and planned adjacent land uses within this land unit and Land Units D-2 and C. As an option, the land within this sub-unit may be consolidated with Tax Map Parcels 24-2((1)) 1 and 10 and used to support the development referred in Option 2 for the western portion of the land unit - Tax Map Parcels 24-2((1)) 1 and 10, upon which the entire sub-unit would be dedicated and developed with park and open space.
- Proposed Plan Amendment: Add an option for residential development up to 5 dwelling units per acre.
- Meeting Discussion:
- Provide missing link in the public infrastructure:
- 4-lane divided bridge with dedicated bike lanes, trail and sidewalk
- $15m
- Will provide relief to Rt 28 & Centreville Rd
- Provide additional public infrastructure:
- Park with trail connections
- Working with Park Authority to provide playing fields, multi-use courts, playground, and picnic pavilion
- Onsite trails, to connect with Frying Pan and Horse Pen Creek Stream Valley trails
- Total Residences: 328,
- 100 2/2 units
- 128 townhouses
- Below market price units mixed in: 33 Affordable dwelling, 5 work force dwellings
- Profers:
- One full intersection, multiple right ins and outs
- Willing to accommodate Jackson road access, but not provide a medium break for southbound turns
- No pools or community center
- Exceeds parking
- Complies with all environmental requirements
- Architectural elements of high quality and coordinated
- Proffered a bus stop but no shelter
- Road built first, four years to build homes - 2020-24
- Parcel not in airport noise contours, will conduct transportation noise impact study for both airport and Rt 28, may need to mitigate the houses closest to Rt 28
- Same residential unit design as in Mosaic district, but nicer.
- Problems in Mosaic -- alleys to narrow to turn into garage, garage too narrow to open doors when two cars are in, no place to store garbage cans, bikes, etc. -- this design has taken these problems into consideration.
- Meets all state and federal environmental requirements
- Recommendation: The SDC has no objection to the approval of the Middleton Farm Rezonimg
- 8:30 -- DSC Advisory Group final Recommendations

- Expanded Long & Foster proposal north to RT 50 along Lee Road
- Add residential to Sully Plaza Shopping Center (only Sully SSPA nomination)
- Adding about 1000 residential units not counting parcel opposite Sully District Office
- Westfields Office Park wanted to introduce residential into its area, allowing residential redevelopment, the DSCAG suggested only an area south of the Wegmans, so the proponent asked that it be withdrawn and included in a subsequent study.
- Recognized two new mixed uses nodes -- Westfields near Wegmans and Sully Place Shopping Center
- Next month's meetings will start at 7 PM in the Sully District Governmental Center Front Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151 unless otherwise noted
- The next Sully District Council meeting is scheduled for Wednesday, 7 March 2018 at 7 p.m. in the Rocky Run Middle School, Little Theatre located at 4400 Stringfellow Road, Chantilly, VA This meeting is on the first Wednesday of the month

- Pender United Methodist Church Proffer condition amendment to permit expansion of administrative areas of the church, and to permit expansion of the existing preschool through a concurrent special exception.
