- The Sully District Joint Land Use and Transportation Committee will meet at 7:00 p.m. on 7 November 2017 in the Sully District Governmental Center Rear Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151. This meeting is on the first Tuesday of the month with participation by members of both the Land Use and Transportation committees of the SDCCA and WFCCA. The meeting will be followed by a SDCCA board meeting. The meeting will be canceled if Fairfax County Schools or after school activities are canceled due to adverse weather the day of the meeting.

- This month's Land Use and Transportation Committee:
- In light of the recent amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
- All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.
- Prospective presenters are requested to register on the Land Use and Transportation Committee Presentation Registration Form as a condition of their presentation.
- 7:00 -- Mini-warehousing establishment in Centreville
- Proponent: Cooley on behalf of JSF Management, LLC, Samantha Steketee, Land Use Planner II, Cooley LLP
- Action: Rezoning from C-7 to C-8 Highway Commercial District (C-8) to allow the development of a mini-warehousing establishment
- Location: Southwest quadrant of Centreville Road (Route 28) and Lee Highway (Route 29) in Centreville
- This development as heard at the October meeting, please review the notes from that meeting before tonight's consideration
- At the Octoer meeting the developers were asked to:
- Come back with examples of completed similar facilities shown as if they were in place in this location, and additionally too show signage, and
- Address the next round of staff feedback.
- They resubmitted the application to staff on November 1, and provided At-Large Planning Commsssioner James Hart the follwing comments regarding the changes they made to address staff's comments:
- We shifted the building 15 feet to the west, farther away from Route 28/Centreville Road. FCDOT was concerned that should Route 28 be widened in the future, the entrance into our site may be compromised. To address that potential, we agreed to shift the building, thus addressing staff’s concern.
- We have proffered a contribution of $1.24/SF of GFA to the Centreville Road Fund. This equates to a total contribution of $129,489, based on the approximate 104,000 SF building. Although this is below the $6.51/SF adopted rate, from the attached memo and chart, you can see it’s a value calculated on our percentage of trips to other comparable by-right uses that would not generate any money to the fund. As you know, the Centreville Road Fund is meant to “address the traffic impact of new development”. The proposed self-storage facility will generate just 250 average daily trips, greatly less than other by-right uses. We have had a conversation with Alex in Supervisor Smith’s office and would appreciate having a similar conversation with you about our proposed contribution. Also, please note that the current $129,489 contribution is a significant increase from the $36,000 contribution we had discussed with the Sully District Land Use Committee last month.
- Staff has not raised any comments or questions about our FAR request. You had asked for justification from us on why we were seeking the increase in density to a 0.7. Attached, please find the Applicant’s market research showing the Centreville area is underserved in self-storage facilities. The 0.7 FAR allows the Applicant to provide additional storage options without taxing the roads or negatively impacting any residential communities, as the project is surrounded by commercial uses.
- 7:30 -- Win & Archery SP 2017-SU-087
- Proponent: Kevin MacWhorter, Walsh, Colucci, Lubeley, & Walsh P.C.
- Action: Apply for a Group 5 special permit (SP 2017-SU-087) to establish an approximately 1,375-square foot archery range in Unit 340 of the building

- Description: Win & Archery seeks a Group 5 special permit to establish an approximately 1,375-square foot archery range in Unit 340 of the building located at 14101 Sullyfield Circle, Chantilly (the "Property"). All activities associated with the proposed use would be located interior to the existing industrial warehouse/flex building. The proposed facility would serve up to 17 students of all ages overseen by two instructors, and would consist of up to seven archery lanes. No more than five students will be present on the Property at any time. The proposed use will operate Monday through Friday from 3:00 p.m. to 8:00 p.m., and Saturday and Sunday from 9:00 a.m. to 5:00 p.m. The facility will be used purely for student training; no special events or tournaments will be held.
- 8:00 -- Play N' Learn SP 2017-SU-086

- Description: Play N' Learn (the "Applicant") is requesting a Group 5 special permit for an indoor recreation use in its warehousing establishment located at 4102 Pepsi Place, Chantilly (the "Property"), from which the Applicant sells playground equipment. The warehouse stock includes swing sets, trampolines, basketball equipment, goals, foosball, and air hockey, as well as a variety of playground incidentals. In addition, to promote the business, the Applicant rents a small portion of the warehouse to groups for childrenn's birthday parties and allows children the opportunity for free play, which is essentially a "try-before-you-buy"marketing strategy. Safe use of equipment is monitored by on-site employees and parents.
The Applicant has long operated in the Chantilly area. The Applicant devised its marketing strategy during the economic downturn beginning in 2009. As sales of equipment dropped, the Applicant found alternative means to create business in the region, helping to keep Fairfax residents employed and providing a steady stream of taxes. The business experiment proved to be a success, and the Applicant has continued to provide space for children to play. Although the warehousing and sale of playground equipment remains the Applicant's chief business, the indoor recreation use provides a cross-promotional opportunity as well as an efficient source of income for equipment that would otherwise remain unused while waiting for sale.
- 8:30 -- Comprehensive Sign Plan Amendment (CSPA 2006-SU-025) for Commonwealth Centre

- Action: To amend the previously approved CSP for Land Bays B and C (Wegmans and retail/restaurant uses)

The Applicant is proposing a signage package for the Wegmans and restaurant/retail uses to provide a cohesive mix of signage in Land Bays B and C which will complement the existing/approved signage for the office uses in Land Bay A and the approved residential/retail uses in Land Bay D.
- 9:00 -- Dulles Discovery South Secure Office Campus - RZ 2017-SU-011

- Description: Dulles Discovery South Secure Office Campus - RZ 2017-SU-011. This is a follow-up from the presentation provided at the SDLUC meeting on Sept. 5, 2017. DD South 5 LC (the "Applicant"), a related entity of the Peterson Companies, submitted application RZ/FDP 2017-SU-011 (the "Application") for Dulles Discovery South, a secure office campus located south of Air and Space Museum Parkway, between Sully Road (Route 28) and Centreville Road. The purpose of the Application is to relocate a previously approved office building ("DD5") and its related parking structure from inside of the SHOD to an area outside of the SHOD and immediately adjacent to office buildings DD3 (existing) and DD4 (under construction) to create a more cohesive campus. The Application also includes the addition of Parcel 6, zoned I-5, which consists of approximately 3 acres and abuts Centreville Road across from residential uses. The I-5 parcel is already located within the secure campus and is currently developed with surface parking. Parcel 6 is proposed to be rezoned to the PDC District, consistent with the DDS campus, and the parking structure is to be located on it. The inclusion of the by-right I-5 parcel and its rezoning to the PDC District eliminates the potential for future industrial uses along Centreville Road; results in a more cohesive design for the Property with the continuation of the significant landscape buffer adjacent to nearby residential communities; spreads the 1.0 FAR of the I-5 parcel imperceptibly over the approx. 77.31-acre campus rather than developing it all on the 3 acres fronting Centreville Road; and furthers the vision for the Dulles Suburban Center.

- New Business
- Middleton Farms Rezoning
- Fairfax County staff conducted a community meeting on two Dulles Suburban Center Study proposals:
- DSC-D1-1 Middleton Farms (67 Acres)
- Current Comprehensive Plan Recommendation: Planned for office up to .15 FAR with an option for office, hotel, recreational facilities and support service retail up to .4 FAR with conditions.
- Proposed Plan Amendment: Add option for single-family attached residential units at a density of 5 dwelling units per acre (du/ac).
- DSC-D1-2 Jackson Property (7.35 Acres)
- Current Comprehensive Plan Recommendation: The southern portion of the sub-unit that includes the Horse Pen Run is planned for public park use. The remainder of the sub-unit is planned for office use up to .15 FAR to provide development that is compatible with existing and planned adjacent land uses within this land unit and Land Units D-2 and C. As an option, the land within this sub-unit may be consolidated with Tax Map Parcels 24-2((1)) 1 and 10 and used to support the development referred in Option 2 for the western portion of the land unit - Tax Map Parcels 24-2((1)) 1 and 10, upon which the entire sub-unit would be dedicated and developed with park and open space.
- Proposed Plan Amendment: Add an option for residential development up to 5 dwelling units per acre.
- Public hearing dates have not yet been set for the rezoning because the plan amendment is being processed first but we have invited to appear in January and Febraury assuming thatthe hearsing will be in March

- Current events at the Steven F. Udvar-Hazy Center
- County Seeks Community Input for Sully Community Center Designs
- Fairfax County is beginning work on the designs for the Sully Community Center, and is seeking public input to ensure that these facilities have the versatility and capacity to meet the expectations and needs of the Chantilly/Centreville/Oak Hill communities.
- Residents of those communities are being asked to participate in an online survey to share their thoughts, concerns and hopes for the new center:

- The survey will remain open from Monday, October 30, through Sunday, November 19.
- About the Projects:
- In November 2016, Fairfax County voters approved the Human Services and Community Development Bond Referendum (https://fairfaxcounty.us12.list-manage.com/track/click?u=cec2d2c5cce9734dae2d45ab6&id=d00070e488&e=19c7175702) which provided funding for the construction of two new community centers - one in the Lorton area and one in the Chantilly/Centreville/Oak Hill area. Both facilities will serve as new locations for the Lorton and Sully Senior Centers which are currently in operation in leased space in the Lorton and Chantilly areas respectively; as well as providing a broader array of services, programs and activities for individuals of all ages and abilities throughout these communities.
- Site locations for each project have been identified. The future Sully Community Center will be located at the intersection of Wall Road and the Air and Space Museum Parkway in Chantilly.
- Both projects are currently entering their initial design stages and are targeted for completion by early 2022.
- Public Participation in the Design/Construction Process:
- Fairfax County Community Centers are multi-service facilities that serve the needs of individuals of all ages and abilities throughout Fairfax County. To that end, the county is seeking public input to ensure that these new facilities are designed to meet the needs and interests of the communities they serve.
- The Sully Community Center Survey (https://fairfaxcounty.us12.list-manage.com/track/click?u=cec2d2c5cce9734dae2d45ab6&id=bc010ed98f&e=19c7175702) is the first step in helping project staff develop an initial conceptual design for the facility. There will be multiple opportunities for community involvement throughout the process to discuss everything from amenities and curb appeal to programming and activities desired. Additional information will be made available as the project begins to progress.

- Upcoming ZOAs: For your scheduling purposes, there are several fairly substantive ZOAs in the pipeline which I think are on your radar screen, and your committee might want to review. I wanted to share some links for the committee and interested folks.
- Minor Modifications is probably next up, http://www.fairfaxcounty.gov/zmod/minor-modifications.htm, very close to being authorized for public hearing, would streamline certain changes which now require a public hearing, some could be done administratively, some could be done by a Board of Supervisors vote. Drawing the lines as to what changes will still require someone [including some homeowner projects] to come back through the public hearing process, what changes do the citizens or land use committees still want to see, what can be streamlined, can be tricky. Staff is very close to having text ready for advertising, PC public hearing probably October 26th, BOS date probably November 21. There are some competing interests we are trying to balance, streamlining vs. citizen input. Kevin Guinaw is staff coordinator, working with Barbara Byron. You are already familiar with the difficulties with some of the current restaurant definitions. Carmen Bishop is staff coordinator. - Short term rentals http://www.fairfaxcounty.gov/dpz/short-term-rentals.htm also likely is coming up in the next few months. This has to do with Airbnb type use of homes, currently prohibited but a lot of it is happening anyway. Staff is still actively gathering input from both sides, and this topic has generated a lot of interest. I don't have dates yet but it will be after the 2 items above. Leslie Johnson, Lily Yegazu, Donna Pesto and several others are the staff working on that project. There is at least one more public meeting on Sept. 25th in Dranesville District. We are talking about maybe having a PC workshop but that is not firmed up yet.
- North County plan amendment cycle:
- Also, the cycle is now open for North County plan amendment nominations, including Sully http://www.fairfaxcounty.gov/dpz/planamendments/sspa/ This is for the process which replaced Fairfax Forward, it is going to be called SSPA. As you know, we have gone back to a process which will allow site specific nominations for the first time in several years [subject to eligibility and screening] with much more citizen input, restoring some of the features you remember from the APR task force process. Community screening of the nominations is tentatively next spring, with the PC public hearing probably in June, on the issue of what items would be added to the work program.

- Park Authority Seeks Comments on Cultural Resource Plan through Friday, 17 November 2017
- The Fairfax County Park Authority is seeking public comment on the
newly-revised Cultural Resource Management Plan. This plan was
developed as part of the Park Authority’s continuing effort to promote
the culture of resource stewardship in Fairfax County and to continue
in its mission to protect cultural resources for present and future
generations. Public input will be accepted online at Parkmail@fairfaxcounty.gov
and also through two public comment meetings set for October.
- This is an update to the 2006 plan. The original plan had 11
topical chapters. Over the years, staff and section
reorganizations have broken out particular topic areas and
responsibilities that required a new look at this plan.
Additionally, changes in requirements for reaccreditation by the
American Alliance of Museums made a new, simplified approach desirable.
- In 2017, the Cultural Resource Management Plan is being revamped to
provide a more streamlined approach to archaeology and historic
preservation. The new plan reflects recent structural changes
that established two cooperative branches; the Heritage Conservation
Branch and the Archaeology and Collections Branch. This plan sets forth
specific branch responsibilities and coordinates agency-wide efforts.

comment will be accepted through Friday, November 17,
2017. Following consideration of all public comments as
well as any needed plan revisions, the Park Authority Board will

Dec. 5, 2017 - Last day to submit land use Plan changes nominations for the 2017 North County Site-Specific Plan Amendment process (SSPA).
Do you have an idea to amend the Comprehensive Plan - the county's guide for land use and development? Are you interested in gaining more knowledge about land use planning or participating in the land use planning process? A community screening of submitted nominations will occur prior to the addition of proposed amendments onto the Fairfax County Comprehensive Plan Amendment Work Program. Areas eligible for the North County review cycle include the Dranesville, Hunter Mill, Providence, and Sully Magisterial Districts. Additional eligibility requirements apply.
