• Plan Amendment 2023-III-3UP (Agape House, 3870 Centerview Drive, Chantilly) – Staff Report
• The following Staff Report has been posted on the Department of Planning and Development Website, Proposed Comprehensive Plan Amendments page:
  2023-III-3UP: Agape House, 3870 Centerview Drive, Chantilly - On April 11, 2023 the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment for 3870 Centerview Drive, Chantilly (Tax Map Parcel # 34-4((12))C7). The property is located in Land Unit E-1 of the Dulles Suburban Center, Sully Supervisor District. The adopted Plan for this area recommends a mix of uses including campus-style office and industrial flex uses up to a maximum of 0.35 FAR. The Board of Supervisors requested that staff consider an option for affordable independent living, continuing care, and/or other senior living uses, up to 250 units. The amendment will consider up to 250 units of affordable independent living, subject to conditions.
• The Plan amendment is being considered concurrently with Rezoning/Final Development Plan application RZ-2022-SU-00013.

  Board of Supervisors public hearing: Tuesday, January 23, 2024 at 4:00 PM

• We have provided Sully District Planning Commissioner Evelyn Spain the committee's recommendation on this matter which was we had no objection.
7. New Business
• Outdoor Dining Zoning Ordinance Amendment
• On December 5, 2023, the Board of Supervisors authorized public hearings for a proposed Zoning Ordinance amendment regarding outdoor dining regulations.
  Planning Commission public hearing: Wednesday, January 10, 2024, at 7:30 p.m.
  Board of Supervisors public hearing: Tuesday, February 6, 2024, at 4:00 p.m.
• Here is a link to the Board Item, and a staff report will be published at least three weeks before the Planning Commission hearing on the Outdoor Dining website. • We have invited the Zoning Administration Division to address the JSDLU&TC on this matter.
8. Items of General Interest:
   • Fairfax Founders Fund Accepting Applicants for the Second Round of Funding
   • The Fairfax Founders Fund (FFF) is a grant and technical assistance program that provides grants of up to $50,000 to early-stage Fairfax County-based startups with diverse founders that are on a high-growth trajectory. The program seeks companies with an innovative technology, a path to commercialization, a clear market opportunity, and development milestones. Examples of eligible uses of the funding include prototype or product development, market research, customer acquisition, technology validation, legal costs, and/or other approved areas. Importantly, Fairfax County will not take any equity in the companies supported through the fund. Applicants must provide a 50% match, which can be in capital or “sweat equity,” and provide progress reports over a 5-year timeframe.
   • Building on a successful first round of funding in which five local startups received capital, the program is currently accepting applications for its second cohort through January 8, 2024. A small change to the eligibility requirements in this second round increases the total amount of allowed start-up funding raised by applicants to a maximum of $1,000,000 (up from $500,000 in the first round).    • Help Shape the Future of Land Use in Centreville
   • The county's Department of Planning and Development would like to learn more about what makes the Centreville community special to you through an online public survey (available in English / Korean / Spanish). This survey has six questions and is designed to take around 5 minutes. The survey is expected to be available until mid-January 2024.
   • The purpose of this survey is to better understand Centreville today and identify community members' shared ideas for its future development. Your responses will help Fairfax County plan for future land uses in the area. Please visit the Centreville Study webpage for more information.
   • Approval of Funding Allocations for Pedestrian and Bicycle Improvement Projects and Maintenance
   • The Board of Supervisors allocated an additional $23.4 million towards enhancing Fairfax County's pedestrian and bicycle infrastructure (also known as active transportation). This decision helps the Board cross the halfway mark of its goal to invest $100 million between 2021 and 2027 in active transportation projects (the Board allocated $5 million last year and $25.2 million this past April).
   • On October 5, 2021, the Board directed county staff to develop a way to prioritize active transportation projects being considered for funding. This methodology was used to evaluate around 2,800 possible projects, and public feedback was gathered through several virtual public meetings and an online survey. County staff also analyzed potential projects based on their equity impact to ensure that the most vulnerable communities would not be disproportionately affected by the project selection process. The following are projects located in the Sully District that are set to receive funding allocations after Tuesday's action:
   • Stringfellow Road and Greenbriar Park / Big Rocky Run Trail to upgrade the existing crosswalk with a Pedestrian Hybrid Beacon
   • Braddock Road from Newton Patent Drive to Cedar Break Drive for the preliminary engineering to construct around 900 feet of a missing active transportation link on the north side, including a bridge over Big Rocky Run
   • Poplar Tree Road and Walney Road to construct missing active transportation links and add missing signalized crossings on the north, west, and south legs
   • The Mobility & Transportation Data Dashboard Helps Community Members  Highlights Infrastructure and Safety Enhancements

   The Mobility & Transportation dashboard is the third dashboard now published to support the implementation of the Fairfax Countywide Strategic Plan. The dashboard is set to be updated annually and focuses on the following key areas: Efficient and Varied Transportation Options Infrastructure Condition, Sustainability and Environmental Impact Traveler Safety Increased Accessibility, Affordability and Equity

   • The dashboard offers a big-picture look at countywide trends related to commuting patterns, pedestrian networks, traffic accidents, road lane conditions, and employer transit subsidies. This tool is designed to keep community members informed and guide data-driven decisions towards a more walkable and safe transportation system.
   • This effort is a part of the Fairfax Countywide Strategic Plan, which serves as a roadmap for how the county should allocate its resources over the next 10 to 20 years. The Plan consists of 10 categories (termed Community Outcome Areas) that represent issues of the greatest importance to the community. The Plan offers a framework of action for reaching the respective goals of each Community Outcome Area in an equitable manner. Each Community Outcome Area will have its own dashboard highlighting relevant metrics, and the Mobility & Transportation dashboard is one such example. The Economic Opportunity and Healthy Communities dashboards are the other two that have been released to date.

   • County Launches Healthy Communities Dashboard
   The County recently launched a new Healthy Communities dashboard that focuses on metrics that will be monitored and assist with decision-making. The dashboard provides analysis of the data in a “story behind the numbers” with contextual details to help users understand the figures and their trends, as well as any implications and importance of the health topics covered. It also highlights any health outcome disparities across the various segments of the county’s population. Learn more.
   
   
9. Scheduled Meetings/Events
• State Corporation Commission Seeks Public Comment on Greenway Rate Hike Request

• Residents and businesses who wish to offer comment on the Dulles Greenway’s proposed rate hike may do so during a State Corporation Commission (SCC) public hearing, Tuesday, January 9, 2024, 6:00 – 10:00 p.m. at Freedom High School, 25450 Riding Center Drive in South Riding.
• Toll Road Investors Partnership II, LP (“TRIP II”), the company that owns the Greenway, is asking the SCC to approve a request (Case # PUR-2023-00089 to increase the maximum tolls for most drivers to $8.10 during peak hours, up from the current $5.80; and to $6.40 during off-peak hours, up from $5.25.
• Fairfax Federation Seeks Nominations for Fairfax County 2023 Citizen of the Year
  • The Fairfax County Federation of Citizens Associations is soliciting nominations for its 2023 Fairfax County Citizen of the Year. Each year, a selection committee of county-wide organizations meets to review nominations for the Federation's "Citizen of the Year" and merit awards. The winners are honored at our annual banquet, planned for Spring 2024
  • Both the Citizen of the Year Award and the Citation of Merit recognize and honor those citizens whose voluntary contributions of time and talent resulted in major accomplishments that have enhanced the quality of life for citizens of Fairfax County.
  • Eligibility:
    • Nominees must be current residents of Fairfax County.
    • Elected officials and full-time county or commonwealth employees are ineligible for consideration if their contributions are related to their full-time positions.
    • The Citizen of the Year is recognized for voluntary acts that are not related to employment.
  • Criteria:
    • Contributions and accomplishments must have countywide rather than local significance.
    • The nominee's achievements can be either:
      • General, such as multi-year community service with one or more organizations or activities with cumulative impact over the years of current importance or with positive implications for the future, or
      • Specific, including intense efforts as the major promoter of a single program or project completed in a finite period of time.
  • Persons whose contributions of time and talent resulted in major accomplishments that have enhanced the quality of life for citizens of Fairfax County, who do not meet the published eligibility standards for the Citizen of the Year consideration, may still be honored by the Federation. Please submit information about these nominees on the nomination form, indicating that this is an alternative nomination.
  • Nominations will be accepted until 31 January 2024. The nomination form is available online from the Federation's website, http://www.fcfca.org/coy1.htm.
  • The Federation, established in 1940, is the countywide voice for homeowner, civic, and community associations. An all-volunteer organization, the Federation works on issues that impact Fairfax County residents, including education, transportation, environment, human services, land use, county budget, and county, state and federal legislation.
