  1. The Sully District Council of Citizen Associations will meet meet in person at 7:00 p.m. on 26 April 2023 at the Sully Government Facility front Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151. We will also have a WebEx link so you will be able to join us virtually

  5. The Sully District Council of Citizens Associations Membership will meet on 26 April 2023
  6. The Joint Sully Land Use and Transportation Committee (JSDLU&TC) met on Monday, 20 March 2023..
    1. 7:00 — Truck Ban on Bull Run Post Office Road
      • The Joint Committee supported the truck ban in 2020 and 2022
      • VDOT has advertised that they are now accepting public comments on the reinstatement of the truck ban
      • In view of the foregoing, the committee still strongly supports the reinstatement of the truck ban. Jim Hart has prepared a draft resolution on this matter requesting VDOT reinstate the through truck ban on Bull Run Post Office Road, between Lee Highway and the Loudoun County line, with the alternate route as proposed, forthwith and requests VDOT to ensure that this time around, the CTB acts within the 9 month statutory deadline. The resolution was approved unanimously
    2. 7:30 — ZMOD #2 (including Agritourism)
      • On March 23, 2023, the Supreme Court of Virginia invalidated the adopted ZMOD amendment, and declared it void. The court ruling invalidating ZMOD also invalidated all subsequent amendments to it.
      • On April 11, 2023, the Fairfax County Board of Supervisors authorized readvertising the ZMOD amendment, together with all purported subsequent amendments, including Agritourism, for public hearings with the Planning Commission on May 3, 2023 and with the Board of Supervisors on May 9, 2023;
      • When the proposed county's original Zoning Ordinance Modification Project (ZMOD) was being considered the committee objected to its approval
      • The committee also objected to the subsequent Agritourism amendment which the Fairfax County Board of Supervisors, again over numerous citizen objections, adopted on June 22, 2021
      • Jim Hart prepared a draft resolution reaffirming our objection of the ZMOD amendment, together with all purported subsequent amendments, including Agritourism,
      • The committee approved the resolution unanimously with the following changes:
        • Added new item to object Data centers by right
        • Added paragraph to include our objections to Agritourism which is now included in this amendment
        • Changed the wording to "Strongly and unanimously oppose”
    3. 7:00 — Parking Reimagined
      • At the March JSDLU&TC meeting the committee determined that it had objections to the county's proposed zoning amendment (see the meeting agenda for background). It asked Jin Hart to draft an initial resolution for the committee's consideration at tonight's meeting.
      • When on March 23, 2023, the Supreme Court of Virginia, in the case styled Berry v. Board of Supervisors, invalidated the purported ZMOD amendment, and declared it void, finding that the Board of Supervisors' actions prevented the public from participating in the manner required by the Virginia Freedom of Information Act, and potentially limited public participation and input into the process, the county postponed the Parking Reimagined amendment.
      • The committee reviewed the proposed resolution and thought that it might sense in areas served by fixed guideway transit stations, but not county wide.
      • The draft resolution will be revised to include the Federation's pro/con imagined Parking Reimagined table and a several points identified by a ChatGCP inquiry and reconsidered at its May meeting

  9. As circumstances permit, next month's Joint Sully District Land Use and Transportation Committee meeting will start at 7 PM in the Sully Government Facility.
