1. The Sully District Council of Citizen Associations will meet meet in person at 7:00 p.m. on 22 February 2023 at the Sully Government Facility front Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151. We will also have a WebEx link so you will be able to join us virtually

4. The Sully District Council of Citizens Associations Membership meeting is scheduled for 22 February 2023
   • Topic: Fairfax County's Strategic Plan
     • Countywide Strategic Plan (https://www.fairfaxcounty.gov/strategicplan/) presented by Lori Epp, Countywide Strategic Plan Communications Manager, Fairfax County Department of Management and Budget
     • The first–ever Countywide Strategic Plan was adopted on October 5, 2021 and serves as a roadmap to help guide our future work together. Focusing on the 10 Community Outcome Areas that represent the issues of greatest importance to the community, the plan sets a clear, unified, community-driven vision for the next 10-20 years. During the first year of implementation, the Strategic Planning team focused on the "right now" state of the county, identifying new ways to align and integrate the work, while building a focused but flexible implementation framework which will allowed us to advance targeted strategies within the Ten Community Outcome Areas. Be sure to keep an eye out for the first annual report in early 2023, which will summarize how we're enhancing the value and vitality of the county for all residents, visitors, and employees through better communication, increased collaboration, and improving our use of data, as we shape the future of Fairfax County together.
   
   
5. The Joint Sully Land Use and Transportation Committee (JSDLU&TC) met on 20 February 2023.
   • 7:00 — The JSDLU&TC considered the ten Sully District Site Specific Plan Amendments see the meeting notes for full discussion. This is a summary of their recommendations:

     • SU-002 Dulles Suburban Center, Land Unit L-1 — no objection
     • SU-003 Dulles Suburban Center, Land Unit D-3 (Centreville & Wall Roads) — no objection
     • SU-004 Willard Road — no objection

• McDonalds PCA and SEA application to repurpose an existing drive-through bank pad site located within the Village Center Shopping Center
• This proposal was discussed at the August 2022 Joint Sully District Land Use and Transportation Meeting at which time we recommended it not be approved
• A request was made by McDonalds to indefinitely defer their application. This means the application will no longer be active and will be taken off the public hearing schedule for an indefinite period of time. The hearing on April 26 will not occur. The applicant could in the future decide to re-activate the application at which point the process would re-start and a hearing could be scheduled.


7. New Business
• Speed Camera Pilot Program Goes into Effect in Eight School Zones
Slowing down drivers and improving traffic safety are the objectives of a new Speed Camera Pilot Program with photo monitoring devices (speed cameras) in eight school zones. The pilot location in Sully is London Towne Elementary School: Stone Road near the school – please slow down! The speed cameras will help protect pedestrians, especially in congested and vulnerable locations. For the first 30 days, motorists will receive a warning if the speed camera captures them speeding. • County Executive's FY 2024 Proposed Budget:
  • Key Points:
    • The proposal includes funding a 6.3 percent operating increase or $144.1 million over the current adopted budget plan, for Fairfax County Public Schools (FCPS) priorities, including employee compensation.
    • Inflationary impacts on the county budget will mean an additional $18.05 million to cover contract rate, utility and information technology cost increases along with lease adjustments.
    • Targeted limited investments are proposed for the Office of Elections, Park Authority social equity initiatives, a behavioral health system navigation program and the Tysons Community Alliance, among other smaller initiatives.
    • Of the $134.51 million recommended increase in county disbursements, $92.73 million is targeted toward employee pay and benefits.

   • College Scholarships for Conservation and Environment
   The Educational Foundation of the Virginia Association of Soil and Water Conservation Districts annually offers several $1,000 scholarships to graduating high school seniors or college freshmen for college study. The scholarships support studies related to natural resource conservation. Application deadline is April 1, 2023. Learn more.

9. Scheduled Meetings/Events
• Fairfax County to Hold Virtual Community Meeting on Proposed Changes to Fairfax Connector's Youth Fare Policy
Fairfax County Department of Transportation (FCDOT) will hold a virtual community meeting on proposed changes to Fairfax Connector's Youth Fare Policy on Thursday, February 23, at 7:00 p.m. The proposed changes would eliminate fares for children between the ages of 5-11-years-old with a paying adult. After a presentation on the proposed changes, attendees will have an opportunity to ask questions and provide comments.  The meeting will be recorded and posted on the website at www.fairfaxconnector.com.
• Sully District Budget Town Hall for Fiscal Year 2024
• The Sully District Budget Town Hall is held annually to inform Sully District residents about the county's annual budget process, and to answer related questions from the community. This year's Budget Town Hall will be broadcast on Fairfax County Government's Channel 16 and livestreamed online on Thursday, March 2 at 6 p.m.
• Supervisor Smith and Sully District School Board Member Stella Pekarsky will walkthrough the Advertised Fiscal Year 2024 budget with county staff before answering questions from community members. The questions can be submitted in advance by emailing sully@fairfaxcounty.gov, and can also be shared during the event by calling 703-324-1114.

• Annual Seedling Sale Begins March 7
  • The Northern Virginia Soil and Water Conservation District will begin accepting orders for the annual seedling sale on March 7. This popular sale enables county resident to purchase low-cost native trees and shrubs. All seedlings are native to Northern Virginia and were selected with advice from the Fairfax County Urban Forestry Management Division and Virginia Department of Forestry. Two packages are available featuring shrubs and trees that were specially selected because of their value to wildlife.
  • The first package is $17 and includes two of each of the following species: American Elderberry, Black Chokeberry and Eastern Redbud. The second package is also $17 and includes two each of the following: Allegheny Chinquapin, American Persimmon and Gray Dogwood.

• Lynn Lyons Community Leader Luncheon
• The Safe Community Coalition invites you to a special luncheon on March 15th at 12pm with Lynn Lyons, LICSW, and best-selling author of Anxious Kids, Anxious Parents and the newly-released The Anxiety Audit.
• Lynn will be speaking with community leaders across McLean at this luncheon in a talk entitled "Finding Our Emotional Footing: Teaching Young People Skills As They Step Into Their Future."
• The statistics regarding young people's mental health continue to cause alarm. Anxiety is the most common and often the earliest issue to surface, and then becomes a risk factor for increasing problems as children mature. The good news? We know what helps. Taking action to increase connection and actively teaching children certain cognitive and social skills make a big difference in preventing future struggles.
• Lynn will showcase an approach comprised of skills that move away from the all-too-common avoidant behaviors and plans that interfere with academic, social, and emotional skills.

10. As circumstances permit, next month's Joint Sully District Land Use and Transportation Committee meeting will start at 7 PM in the Sully Government Facility.
• The next Sully District Council meeting will be held on Wednesday, 22 March 2023.
  Topic: Fairfax County and Public Schools FY 24 Budgets
• Next month's Joint Sully Land Use and Transportation Committee is scheduled for Monday, 20 March 2023.
  Tentative: Rajdhani Mandir Religious Center which abuts the Pleasant Valley Subdivision. The Center is currently in the process of amending the Special Permit (SPA 87-S-012-03) currently associated with the Center located 4525 Pleasant Valley Road (Lot 5A) and with obtaining a Special Permit (SP-2022-SU-00161) for property located across from the Center on Pleasant Valley Road (Lot 13) to construct a community center associated with the Center.
