The Sully District Council of Citizen Associations will meet virtually at 7:00 p.m. on 18 November 2020. Note that is the third Thursday of November rather than our usual fourth Wednesday.

Topic: — The Sully District Council of Citizens Associations has invited the Sully Legislative delegation to report on this year's special legislative session.

Items of General Interest:
At the Fairfax County Board of Supervisor's 17 November 20202 meeting the Board approved:
RZ 2020-SU-006 (Cape Theresa, LLC), subject to the execution of proffered conditions consistent with those dated October 27, 2020. This application is to rezone 3.03 acres of land, in the Sully District, from the I-3 and I-5 District to the I-5 District to permit a contractor's office and storage yard. The motion carried by unanimous vote.
RZ 2019-SU-005 and the associated Conceptual Design Plan (CDP), subject to the execution of proffered conditions consistent with those dated November 6, 2020;
FDP 2019-SU-005, subject to the proposed development conditions dated September 2, 2020.
The motion carried by a vote of seven to three with Supervisor Alcorn, Supervisor Lusk, and Supervisor Herrity voting "NAY."
Approved Comprehensive Plan Amendment (PA) 2019-III-FC1 (Fair Oaks Mall), for potential redevelopment of portions of the Fair Oaks Mall property. The adopted Plan for redevelopment of the Fair Oaks Mall envisions a more urban mix of residential, retail, hotel and office uses integrated with the mall, with multiple levels of intensity tied to the availability of roadway and transit improvements, including Bus Rapid Transit (BRT) and Metrorail extending from the Vienna Metrorail Station along I-66.The amendment considers removing the Plan conditions that link the availability of mass transit to the highest recommended redevelopment intensities. The motion carried by unanimous vote.

Join the VTrans team for the 2020 VTrans Virtual Workshops.
Background: Earlier this year, the Commonwealth Transportation Board adopted the Policy for the Identification of VTrans Mid-term Needs and accepted the 2019 VTrans Mid-term Needs. The Board also directed them to prioritize the identified 2019 VTrans Mid-term Needs.
Significance of the Prioritized VTrans Mid-term Needs: Based on the direction from the Board, the prioritized VTrans Mid-term Needs may form the basis for VDOT and DRPT's planning and project development efforts as well as policies related to transportation programs and activities.
Purpose of the Virtual Workshops: The Draft Policy for the Prioritization of the 2019 VTrans Mid-term Needs will become available for a 30-day public review and comment period starting October 28th. The purpose of the 2020 VTrans Virtual Workshops is to:
Share the draft policy, associated results, and the details;
Share options to review the policy and provide feedback; and,
Provide opportunities to get clarifications, provide feedback, and gather more information.
When: There are two sets workshops, a total of four sessions.
The first set of sessions will focus on introducing and explaining the methodology for the Draft Prioritized Needs. These sessions will be identical in terms of agenda and two options are offered to allow participants to choose one that best meets their availability. Interested participants may attend only one of the two sessions:

Community Input Meetings Set for Fairfax Connector Bus Service Review in the Centreville, Chantilly, Vienna and Tysons Areas

VDOT - Comment Period on the I-495 NEXT Project Extended to December 4, 2020:
Comments on the environmental assessment and proposed design must be received by no later than December 4, 2020, to be included in the public record.

Virginia Regional Train Survey — This is a community survey to gather your thoughts and opinions on how to strengthen our Virginia Amtrak Regional trains following the pandemic.
The survey asks a couple of background questions followed by a few questions measuring on a scale of 1 (unlikely) to 5 (very likely) on how various improvements/safety measures would make you more comfortable returning to traveling on Amtrak regional trains. Finally, it has a box at the end for your general thoughts and opinions.
As circumstances permit, next month's meetings will start at 7 PM either virtually or in the Sully District Governmental Center Front Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151, unless otherwise indicated.

Topic: — We've invited the Fairfax County Department of Transportation to provide a virtual transportation update, specifically:
How the ongoing pandemic is impacting current and future planning.
Plans for major through routes within and near Sully, including Braddock Road, New Braddock Road, Rt 28, and Fairfax County Parkway.
How the county would accommodate any new traffic flows emanating from a possible new access to Rt 28 and Dulles Airport from Loudoun County that would tie into the existing Air and Space Museum Parkway
Next month's Joint Sully Land Use and Transportation Committee is scheduled for Monday, 21 December 2020.
