Trinity Centre was originally approved in 1987 to permit development of a mix of office, retail, restaurant, hotel, and multifamily residential uses. JLB Realty is under contract to purchase one of the undeveloped parcels in Trinity Centre. JLB has a rezoning application pending with Fairfax County (RZ/FDP 2015-SU-002 and PCA 86-S-071-04) to permit construction of approximately 355 residential units adjacent to the existing lake at the eastern entrance to Trinity Centre. They are scheduled for a September Planning Commission public hearing and made an initial presentation to the Land Use Committee of the Sully District Council in June. The first presentation was for informational purposes, and they are returning with a final presentation.
The application parcel is approximately 7 acres and is located east of the existing lake and west and south of Trinity Parkway. As part of the rezoning, the applicant is proposing to enhance the park area adjacent to the lake by adding landscaping, walking paths, and other amenities.

Several times a month at 12:30 PM, a Museum staff member talks to the public about the history, collection, or personalities related to a specific artifact or display at the Udvar-Hazy Center. Talks typically last 10-15 minutes and begin at the nose of the SR-71 in the Boeing Aviation Hangar.

- Fairfax County Schools Seek Public Input - Focusing on $100 million shortfall.
- With Fairfax County Public Schools facing a projected Fiscal Year 2017 budget shortfall of $100 million, Superintendent of Schools Dr. Karen Garza established a task force to look at programs or services that may be eliminated to reduce some of that deficit.
- According to an update from the Aug. 7 online newsletter from Fairfax County, the 36-member task force has already met four times since June and discussed ideas for balancing the budget that came from a community online forum.
- Among the four and a half pages of preliminary suggestions drawn from community input are eliminating athletics and varsity sports programs, downsizing the Advanced Academic Program, energy-saving measures such as shortening the period that athletic fields are lit, and not implementing the planned later school start times.
- Though no decisions have been made, the newsletter announcement said more suggestions will be posted online this month for community members to explore and offer feedback.
- The school system also announced a pair of community meetings where more information on the budget process, task force work and the online feedback tool will be provided. Those meetings include:
- Wednesday, Sep. 9, at South Lakes High School from 7 to 9 p.m.
- Saturday, Sep. 12, at Mount Vernon High School from 10 a.m. to noon.
- Final suggestions from the task force are scheduled to go to the superintendent in October and be shared with the School Board in November. Garza will formally present her budget to the school board Jan. 7, 2016.

- Provide Input on Proposed FY 2017 Transportation Alternatives Projects
- Fairfax County will hold a public meeting on September 17, 2015, to solicit comments on the proposed FY 2016 Transportation Alternative Program projects. The meeting starts at 7 p.m. at the Fairfax County Department of Transportation, 4050 Legato Road, Suite 400, Fairfax, VA 22033. At the meeting, county staff will make presentation about the program, followed by a question-and-answer session.
- After approval by the Fairfax County Board of Supervisors, the program's projects will be eligible for submission to the Virginia Department of Transportation (VDOT) for funding under the Moving Ahead for Progress in the 21st Century, also known as MAP-21.This program provides 80 percent of the funds for each eligible project. A 20 percent local match is required. Any project presented to the board for endorsement must have an identified source of funding for this match.
- VDOT has implemented new requirements for jurisdictional sponsors to provide technical guidance, and oversight throughout project development. Additionally, the sponsor must ensure that the budget accurately reflects project cost and accept responsibility for future maintenance and operating cost of the completed project.
- The Federal Highway Administration (FHWA) has established criteria for activities or improvements eligible under the MAP-21 Transportation Alternatives provision. The alternatives are activities or improvements that increase the value of a transportation project or make it more aesthetically pleasing. Under 23 U.S.C. 213(b), eligible activities under the Transportation Alternatives Program consist of:
- Transportation Alternatives as defined in 23 U.S.C. 101(a)(29) (MAP-21 1103):
- Construction, planning, and design of on-road and off-road trail facilities for pedestrians, bicyclists, and other non-motorized forms of transportation, including sidewalks, bicycle infrastructure, pedestrian and bicycle signals, traffic calming techniques, lighting and other safety-related infrastructure, and transportation projects to achieve compliance with the Americans with Disabilities Act of 1990.
- Construction, planning, and design of infrastructure-related projects and systems that will provide safe routes for non-drivers, including children, older adults, and individuals with disabilities to access daily needs.
- Conversion and use of abandoned railroad corridors for trails for pedestrians, bicyclists, or other non-motorized transportation users.
- Construction of turnouts, overlooks, and viewing areas.
- Community improvement activities, including-
- inventory, control, or removal of outdoor advertising;
- historic preservation and rehabilitation of historic transportation facilities;
- vegetation management practices in transportation rights-of-way to improve roadway safety, prevent against invasive species, and provide erosion control; and
- archaeological activities relating to impacts from implementation of a transportation project eligible under title 23.
- Any environmental mitigation activity, including pollution prevention and pollution abatement activities and mitigation to-
- address stormwater management, control, and water pollution prevention or abatement related to highway construction or due to highway runoff, including activities described in sections 133(b)(11), 328(a), and 329 of title 23; or
- reduce vehicle-caused wildlife mortality or to restore and maintain connectivity among terrestrial or aquatic habitats.
- The Recreational Trails program under section 206 of title 23.
- The Safe Routes to School program under section 1404 of the SAFETEA-LU.
- Infrastructure-related projects-planning, design, and construction of infrastructure-related projects on any public road or any bicycle or pedestrian pathway or trail in the vicinity of schools that will substantially improve the ability of students to walk and bicycle to school, including sidewalk improvements, traffic calming and speed reduction improvements, pedestrian and bicycle crossing improvements, on-street bicycle facilities, off-street bicycle and pedestrian facilities, secure bicycle parking facilities, and traffic diversion improvements in the vicinity of schools.
- Non-infrastructure-related activities to encourage walking and bicycling to school, including public awareness campaigns and outreach to press and community leaders, traffic education and enforcement in the vicinity of schools, student sessions on bicycle and pedestrian safety, health, and environment, and funding for training, volunteers, and managers of safe routes to school programs.

- Planning, designing, or constructing boulevards and other roadways largely in the right-of-way of former Interstate System routes or other divided highways.

- Announcing the October 2015 Community Leadership Institute
- The Community Leadership Institute (CLI) is an educational program that provides tools for community leaders to "think regionally and act locally" when they get involved in transportation decision making. Led by TPB staff, the CLI includes presentations and group activities that explore the relationship between land use and transportation, and options for dealing with the transportation impacts of regional growth. Over the course of the three-day workshop, the CLI provides opportunities for participants to connect their local interests with issues facing the region as a whole. The program is designed for people who are new to transportation and regional planning and have an interest in learning more about decision-making in the region.
- Alumni from CLI are active community and political leaders in local governments, non-profits, and other groups.
