Akridge last presented their plans for residential use on their property in Westfields at our April meeting.
They'd indicated that they'd be back in June for the rezoning discussion at their last appearance on the Plan Amendment. Nothing really has changed (their powerpoint is the same) as the last presentation but they would like a vote from SDC on the rezoning as our Planning Commission hearing is July 8

JLB Realty is under contract to purchase one of the undeveloped parcels in Trinity Centre. JLB has a rezoning application pending with Fairfax County (RZ/FDP 2015-SU-002 and PCA 86-S-071-04) to permit construction of approximately 355 residential units adjacent to the existing lake at the eastern entrance to Trinity Centre. They currently are scheduled for a September Planning Commission public hearing and wanted to arrange an initial presentation to the Land Use Committee of the Sully District Council. This first presentation would be for informational purposes, and they would return in July or September with a final presentation.

In May, representatives from the Wegmans proposal, at the intersection of Westfields Boulevard and Newbrook Drive, briefed the Sully District Council on the development they are proposing. SDC had no objections to the proposal, but recommended improving pedestrian and non-vehicular access from residential communities east and west of the site.
Now that transportation staff has had an opportunity to understand the transportation impacts, staff would like to brief the SDC on the proposed Plan amendment to get feedback on the proposed change before the public hearing in July.

- Sully District Council Comments on the Tier 2 Draft Environmental Assessment for the I-66 Outside the Beltway Project
- In the absence of a membership meeting, the SDC board approved comments for submission on the Tier 2 Draft Environmental Assessment for the I-66 Outside the Beltway Project. These comments were reviewed and approved by the Board of the Sully District Council of Citizens Associations.
- These comments were provided to the Virginia Department of Transportation (VDOT) and the Virginia Department of Rail and Public Transportation (DRPT) via a PDF copy of the comments as an attachment to the message. - To briefly summarize the SDC comments as developed by Lewis Grimm, our 2nd VP, the Sully District Council strongly supports the need for VDOT and DRPT to make significant multimodal transportation system improvements to the I-66 corridor over its entire length. However, we do not believe that some of the alternative improvement concepts currently under consideration will adequately meet the stated objectives of the project.

- Bike Fairfax Wikimapping Project until 30 June 2015 -- Help Us Improve Your Bike Ride to Metro and VRE Stations
- The Board of Supervisors adopted Fairfax County's first ever Bicycle Master Plan on October 28, 2014. The Bicycle Master Plan lays out the long term vision for adding bicycle facilties throughout Fairfax County.. The Bike Fairfax Wikimapping Project provides commuters and leisure bicyclist the opportunity to help prioritize future bicycle improvement projects. Specifically, we are reaching out to bicyclist to show us what routes are being used to get to Metrorail and Virginia Railway Express (VRE) stations in Fairfax County today. This information will help guide the decision making process on future bicycle infrastructure improvements including wayfinding signage and bike lanes.

The Subject Property is currently improved with four (4) buildings that are zoned to the I-5 District and used for office use, warehouse use, and establishments for production. The Applicant leases four (4) bays that are addressed as 13996, 13998, 14000, and 14002 Park Center Road.
The Applicant currently operates an establishment for production and processing with associated retail within the four (4) bays, but is now requesting a special permit to allow up to 7 sports courts within the four (4) bays that total approximately 35,520 square feet. The courts will be used primarily for practices or volleyball matches for leagues in the area. There will also be a small snack bar and accessory retail space for the convenience of athletes. No exterior construction is proposed and the Applicant intends only interior improvements to allow use of a space when most other uses in the industrial park are not operational. This use will fill a vital community need.

- Location: Dulles Suburban Center, Land Unit D-3, Timber Ridge (Tax Map Parcel 24-4 ((1)) 6B4). The Timber Ridge development project is located on the west side of Centreville Road, north of Wall Road and east of the HP campus.
In attempt to get feedback on their proposal, the developers met with residents of Franklin Farm and Chantilly Highlands communities, whose developments are located on the east side of Centreville Road. The notes from the 15 April 2015 meeting, as well as site plans and arial views of the parcel, are posted on the Chantilly Highlands website.
In April, county staff briefed the SDC on the BOS own motion to allow the approved office use to be replaced with residential uses – specifically town-homes. We indicated we would not object to the plan amendment, however, we still have concerns about the overall impact of commercial to residential land-use conversion in western Fairfax County.
