1. 8:30 - Akridge Westfields Development
   • Proponent: Lori R. Greenlief, Senior Land Use Planner, McGuireWoods LLP
   • Action: Development
   • Location: Westfields
     Proposals for development on this site were previously considered by the Land Use and Transportation committee in May 2015.
     In February the Land Use and Transportation committee considered the out-of-turn Plan Amendment that would be required for this land to be rezoned for majority residential use. The Plan Amendment needs to be approved by the PC and BOS before the rezoning requested by Abridge can be allowed to go forward. The council endorsed the plan amendment with reservations by some members. The reservations are the traffic, school, and park impacts. The primarily residential development could add over 75 new students to Cub Run Elementary School and almost 40 students to Westfield HS. The residential development would probably provide less traffic than commercial development during weekday rush hours. Finally, the council strongly recommended that the development has easy transportation access (pedestrian or cycling) to the local commercial areas. For example, pedestrian and bike signal lights added to the intersection of Stonecroft Blvd and Westfield Blvd will improve safety and connectivity to Weststone Plaza as well as the Sully Shopping Center. Finally, the development could add more residents to the local parks and Cub Run Recreation Center in Chantilly.
     Since the last presentation, Akridge has now switched from apartments, office and retail to retail, apartments, condos and townhouses. The current plan for The Preserve of Westfields was shown at the February Sully Station HOA meeting.
   
   
2. 9:15 - Discovery Plan Amendment
   • Proponent: Tarek S. Bolden, Department of Planning & Zoning, Planning Division, Policy & Plan Development Branch
   • Action: Plan Amendment 2015-III-DS2 Timber Ridge
   • Location: Dulles Suburban Center, Land Unit D-3, Timber Ridge (Tax Map Parcel 24-4 ((1)) 6B4). The Timber Ridge development project is located on the west side of Centreville Road, north of Wall Road and east of the HP campus.
     At the January 27, 2015 Board of Supervisors (Board) Meeting, the Board authorized the consideration of a Comprehensive Plan amendment for Dulles Suburban Center, Land Unit D-3, Timber Ridge (Tax Map Parcel 24-4 ((1)) 6B4).
     The approved development plan for the Timber Ridge site is for a mix of uses, and includes residential, office and retail components at an intensity of .70 FAR. The approved development plan includes three office buildings as part of the mixed-use development, to be located along Air and Space Museum Parkway, a new connector road completed as part of the development.
     The applicant is proposing to replace the approved office use with residential uses – specifically townhomes. This will require a Comprehensive Plan Amendment to revise the recommended land use mix. The Plan amendment will also consider the inclusion of a senior center, youth sports facility, or other County facility on the site.
     The Department of Planning and Zoning (DPZ) would like to meet with the Sully District Council during our April meeting to discuss this Plan amendment and gather feedback.

• The SDC LU&T committee heard county staff present the Akridge plan amendment at our February meeting. On 15 April the Planning Commission heard testimony on the amendment. After 5 speakers spoke, the PC deferred decision to 20 May. The PC testimony is available on line starting at 38:59

• Beginning Monday, April 13, Walney Road will close to thru traffic between Westfields Boulevard and Mariah Court while the Virginia Department of Transportation replaces the bridge over Flatlick Branch and relocates the existing sanitary sewer line. The road will re-open to one lane of traffic in each direction by September 1, 2015.
  Details on the detour:
  • Drivers will be detoured via Westfields Boulevard, Route 28 and Willard Road (see detour map).
  • The detour will add an estimated five minutes to commute time.
  • Signals in the project area will be adjusted to assist traffic to flow as needed.
  • All adjacent private and commercial entrances will be maintained during the project.
  • Variable message signs will be placed to notify the traveling public.
  • The bridge will open to one lane of vehicular traffic in each direction by September 1.
  • The $14.9 million project widens Walney Road from two to four lanes near Willard Road to help improve safety and ease congestion, as well as replaces the 85-foot-long bridge in Fairfax County. Walney Road will keep two 12-foot travel lanes in each direction, and will be widened to include five-foot bike lanes in both directions, a sidewalk on the west side and a shared-use path on the east side.
  • The project is being constructed by American Infrastructure (AI), and is expected to be complete in December 2015.
  • The Walney Road bridge was built in 1980 and is now functionally obsolete. The road carries more than 21,000 vehicles a day.

• FINAL MILLING/PAVING BEGINS AT STRINGFELLOW PROJECT, watch for daytime lane and intersection closures
  • Crews begin several weeks of final milling and paving 16 April 2015 at the Stringfellow Road widening project in Chantilly.
  • Milling begins today to tie in intersections at Fair Lakes Boulevard, Route 50 and streets between. Final paving will begin around April 17 and last through May 4.
  • Drivers are encouraged to use alternate routes during the work, as there will be one lane closed in each direction daily, as well as intermittent intersection detours. All lanes will reopen each afternoon. Fairfax County Police will direct traffic during intersection closures.
  • The $62 million project includes widening two miles of Stringfellow Road to two lanes in each direction from Fair Lakes Boulevard to Route 50, as well as other improvements. The new lanes opened to traffic in December 2014, about six months ahead of schedule.

• VDOT sponsored a "Pardon Our Dust" meeting on the roundabout to be built at Schneider Crossroads on 14 April 2015.
  • The Virginia Department of Transportation hosted a "Pardon Our Dust" meeting to update residents about the planned roundabout at the intersection of Pleasant Valley and Braddock roads.
  • VDOT representatives and the project contractor discussed the scope, construction, schedule and maintenance of the traffic operations plan.

• Sully Supervisor Michael Frey and FDOT held a meeting about Leland Road on 13 April 2015
  • Currently, the county's Transportation Comprehensive Plan calls for the extension of Leland Road, known as the Leland Road connector. It would connect to Old Centreville Road at the present 90-degree turn with Braddock Road, traversing the edge of the Royal Oaks property.
  • Supervisor Frey made a motion to consider removing the extension from the plan. FCDOT reviewed his request and proposed an alternative for Leland Road.
  • At the meeting the alternative was presented and the community discussed both plans.

• Six-Year Improvement Program FY2016-2020 Draft SYIP Public Hearing 28 April 2015

  Six-Year Improvement Program

  • Section 33.2-361 of the Code of Virginia requires that a public hearing be held prior to the allocation of any transportation funds. The Six-Year Improvement Program (SYIP) is a document that outlines planned spending for transportation projects proposed for construction development or study for the next six years.

    The SYIP is updated annually and is the means by which the Commonwealth Transportation Board (CTB) meets its statutory obligation under the Code of Virginia to allocate funds to interstate, primary, secondary and urban highway systems, public transit, ports and airports and other programs for the immediate fiscal year.

    The SYIP also identifies planned program funding for the succeeding five fiscal years.

    The CTB allocates funds for the first fiscal year of the SYIP but the remaining five years are estimates of future allocations. Fiscal years start on July 1 and end on June 30.

    The CTB updates the SYIP each year as revenue estimates are updated, priorities are revised, project schedules and costs change, and study results are known.

    Development of the SYIP begins in the fall and the Virginia Department of Transportation hosts a series of meetings seeking public comment with various other multi-modal transportation agencies.

    Each Spring, a DRAFT SYIP is presented to the CTB and made available for public comment.  The DRAFT SYIP will be presented to the CTB at their April 15, 2015 meeting and made publicly available at that time.

  • Bike to Work Day celebrates a clean, healthy and fun way to get to work at close to 80 different pit stops throughout the metropolitan Washington region. The pit stops hosted by FCDOT are located at:

  The Community Leadership Institute (CLI) is an educational program that provides tools for community leaders to "think regionally and act locally" when they get involved in transportation decision making. Led by TPB staff, the CLI includes presentations and group activities that explore the relationship between land use and transportation, and options for dealing with the transportation impacts of regional growth. Over the course of the three-day workshop, the CLI provides opportunities for participants to connect their local interests with issues facing the region as a whole. Alumni from CLI are active community and political leaders in local governments, non-profits, and other groups.

  All three nights of the June CLI will be held at the MWCOG offices near Union Station in Washington, DC.

• Bike Fairfax Wikimapping Project until 30 June 2015

  Help Us Improve Your Bike Ride to Metro and VRE Stations

  • The Board of Supervisors adopted Fairfax County's first ever Bicycle Master Plan on October 28, 2014. The Bicycle Master Plan lays out the long term vision for adding bicycle facilties throughout Fairfax County.. The Bike Fairfax Wikimapping Project provides commuters and leisure bicyclist the opportunity to help  prioritize future bicycle improvement projects.  Specifically, we are reaching out to bicyclist to show us what routes are being used to get to Metrorail and Virginia Railway Express (VRE) stations in Fairfax County today. This information will help guide the decision making process on future bicycle infrastructure improvements including wayfinding signage and bike lanes.
