   • The Community Associations Institute (CAI), held its annual Conference/Expo on Sat. March 7, 2015.
     One of the highlights of the meeting was getting an update on three bills that passed the General Assembly unanimously and are expected to take effect on July 1, 2015. A more detailed summary is attached.
     • H.B. 2100 Limits the ability of associations to restrict owners' rights to rent out their units and to charge rental-related fees. Owners can be required to provide evidence that tenants have received copies of the association rules and agree to follow the rules.
     • H.B. 2080 Requires banks to notify an HOA of a foreclosure sale in their community.
     • S.B. 1390 If the association fails to achieve an annual meeting quorum in three successive years despite good faith efforts, then a court can be petitioned to convene a meeting with a smaller quorum requirement.

   • Energy Conservation
   • Energy Audit. Have a certified energy auditor perform an assessment and report on civic/homeowner association building(s). 50% match up to $500.
   • Energy Audit Recommendations. Implement a certified energy auditor's efficiency recommendations for your homeowners or civic association building, from air sealing, insulation and HVAC to lighting and electronics upgrades. 50% match up to $3000.
   • Eligibility Requirements
   • HOA or Civic Association is located within Fairfax County, Virginia.
   • Practices will be installed on HOA or Civic Association property. Individual homeowner property is not eligible.
   • HOA or Civic Association has approved participation, 50% matching funds and will sign a participant and maintenance agreement with final plan submission.
   • HOA or Civic Association is willing to keep and maintain practices for 10 years after installation. NVSWCD will verify ongoing maintenance and provide technical assistance, though not funding.

   • About the Conservation Assistance Program
   • Funding levels: Match funding will be awarded for up to 50% of total project costs. If the total project cost for a rain garden is $5000, your association can be reimbursed for $2500. If the project cost is $3000, the association can be reimbursed for $1500.
   • Maintenance and inspection requirements: Annual maintenance will be required of the installed runoff practices, as well as inspections to ensure they were installed properly and are maintained to ensure proper functioning.
   • Multiple practices: Your association can apply for more than one practice in a single application or in subsequent rounds. For energy actions, we encourage associations to apply for an energy audit and follow up with an application to implement audit recommendations in the following round.

    • The History Commission is offering an educational event regarding a Resident Curator Program in Fairfax County.
      • At 7:30 PM, Wednesday, March 4, 2015 in the first floor conference room of the Fairfax Regional Library, the History Commission will hear Mr. Peter Morrill, Curator Program Manager with the Maryland Department of Natural Resources speak to the Maryland Resident-Curatorship Program.
      • Mr. Morrill will present the development of Maryland’s program, its operations plan, and their specific process that potential curatorship applicants follow. He will also be speaking about Maryland’s structured process with parameters for establishing and running their program to include how they select their properties and their curators. He will likely discuss his job description so that we may understand the nature of his position in relation to their program.

        It is hard to imagine what Fairfax County looked like 500 million years ago, but it is acknowledged that marine organisms dominated the landscape where humans and their habitat abound today. NVSWCD's newest board member and long-time Master Naturalist Jerry Peters will share his research about skolithos fossils, remnants of a Paleozoic era marine worm species that is thought to be one of the oldest fossils found in Virginia and the most common in Fairfax County. Join us and learn how the locations of cobbles containing the fossil may shed light on evolution of our mid-Atlantic landscape.

    • Why Rain Barrels?
    Rain barrels can be placed under your downspouts to capture runoff from the roof. By installing a rain barrel at your home you will:
    • Provide your plants with water they will love! Unlike treated water, which is "softened" with dissolved minerals, rain water is naturally soft. The water stored in your rain barrel is better than municipal water for washing your car and watering indoor or outdoor plants.
    • Save money and water! Instead of water from the tap or faucet, you can use the water you've saved to keep your home landscape happy and growing. You'll also reduce your municipal water bill!
    • Protect the Chesapeake Bay! Water stored in your rain barrel won't rush off into our streams. Instead, as you use the stored rain water around the home and garden, it will absorb slowly into the ground replenishing groundwater supplies. By decreasing the volume of storm runoff, rain barrels also help moderate stream erosion and the resulting pollution that is impairing the Chesapeake Bay.

As part of a regional initiative, the district offers build-your-own rain barrel workshops and distributes low-cost rain barrels to Fairfax County citizens.            Proposals for development on this site were previously considered by the Land Use and Transportation committee in May 2015.
           In February the Land Use and Transportation committee considered the out-of-turn Plan Amendment that would be required for this land to be rezoned for majority residential use. The Plan Amendment needs to be approved by the PC and BOS before the rezoning requested by Abridge can be allowed to go forward. The council endorsed the plan amendment with reservations by some members. The reservations are the traffic, school, and park impacts. The primarily residential development could add over 75 new students to Cub Run Elementary School and almost 40 students to Westfield HS. The residential development would probably provide less traffic than commercial development during weekday rush hours. Finally, the council strongly recommended that the development has easy transportation access (pedestrian or cycling) to the local commercial areas. For example, pedestrian and bike signal lights added to the intersection of Stonecroft Blvd and Westfield Blvd will improve safety and connectivity to Weststone Plaza as well as the Sully Shopping Center. Finally, the development could add more residents to the local parks and Cub Run Recreation Center in Chantilly.
           Since the last presentation, Akridge has now switched from apartments, office and retail to retail, apartments, condos and townhouses. The current plan for The Preserve of Westfields was shown at the February Sully Station HOA meeting.
      2. 9:15 - Discovery Plan Amendment
         • Proponent: Tarek S. Bolden, Department of Planning & Zoning, Planning Division, Policy & Plan Development Branch
         • Action: Plan Amendment 2015-III-DS2 Timber Ridge
         • Location: Dulles Suburban Center, Land Unit D-3, Timber Ridge (Tax Map Parcel 24-4 ((1)) 6B4). The Timber Ridge development project is located on the west side of Centreville Road, north of Wall Road and east of the HP campus.
           At the January 27, 2015 Board of Supervisors (Board) Meeting, the Board authorized the consideration of a Comprehensive Plan amendment for Dulles Suburban Center, Land Unit D-3, Timber Ridge (Tax Map Parcel 24-4 ((1)) 6B4).
           The approved development plan for the Timber Ridge site is for a mix of uses, and includes residential, office and retail components at an intensity of .70 FAR. The approved development plan includes three office buildings as part of the mixed-use development, to be located along Air and Space Museum Parkway, a new connector road completed as part of the development.
           The applicant is proposing to replace the approved office use with residential uses – specifically townhomes. This will require a Comprehensive Plan Amendment to revise the recommended land use mix. The Plan amendment will also consider the inclusion of a senior center, youth sports facility, or other County facility on the site.
           The Department of Planning and Zoning (DPZ) would like to meet with the Sully District Council during your April meeting to discuss this Plan amendment and gather feedback.
