     1. 8:30 - Westfields Plan Amendment 2014-III-DS1
        • Proponent: Clara Johnson, Planning Division, Policy and Plan Development Branch, Fairfax County
        • Action: Plan Amendment 2014-III-DS1
        • Location: 50 acres of land [Tax Map 44-3((1))15] located northwest of the intersection of Stonecroft Boulevard and Westfields Boulevard
          The proposed Plan Amendment concerns approximately 50 acres of land [Tax Map 44-3((1))15] located northwest of the intersection of Stonecroft Boulevard and Westfields Boulevard. The adopted Plan for this area recommends office, conference center/hotel, industrial/flex and industrial uses at an average intensity of .50 floor area ratio (FAR). The Plan also includes two higher intensity options if a portion of the development potential is permanently transferred from elsewhere. Option A is for a mixed-use focal point with office, retail, hotel, and limited residential uses up to 1.0 FAR. Option B is for the area within a quarter mile of a transit stop or station and allows consideration of intensities up to 1.5 FAR and with additional residential uses up to 2.25 FAR. The Plan Amendment considers a new option for residential use up to .50 FAR, that could include office and supporting retail uses, with conditions that support the creation of a high-quality living environment.
          Proposals for development on this site were previously considered by the Land Use and Transportation committee in May 2015.
          Since the last presentation, Akridge has now switched from apartments, office and retail to retail, apartments, condos and townhouses. The current plan for The Preserve of Westfields was shown at the most recent Sully Station HOA meeting.
          Lori Greenlief of McguireWoods asked to postpone their Akridge Westfields Development presentation originally scheduled for this month to March as they are still working on the plan based on conversations with Supervisor Frey and Commissioner Litzenberger.

6. Old Business
   • Despite the position against approval of the Plan Amendment for the Marlo site presented at our meeting last month, based on on a motion by the Sully Planning Commissioner, John Litzenberger, the amendment was approved.
     In the approval motion Commissioner Litzenberger noted that "after discussing the concerns with the land use committee members, both committees expressed grave concern for the transportation implications entering this site. One idea was to construct a bridge over the storm water retention pond, however this could be very expensive, yet may be needed if the future transportation requirements get any worse."

   • Fairfax Connector Seeks Public Input on Proposed Changes to Routes in Reston, Herndon and Tysons
     Fairfax Connector is proposing changes to Reston Internal Bus System (RIBS) service, routes 928 and 937 in Herndon, and Tysons circulator and Express Lanes routes in response to changing travel patterns and ridership since the start of Silver Line Metrorail service. The proposed changes, to take place in Spring 2015, aim to improve on-time performance, enhance connectivity, and provide more direct service for the majority of passengers.
     Highlights of the proposed changes include:
     • Schedule adjustments to RIBS 1 and RIBS 3 service to improve on-time performance;
     • Route and schedule adjustments to RIBS 2, RIBS 4, RIBS 5, and routes 928 and 937 to provide new and more direct connections in Herndon and Reston;
     • Route and schedule adjustments to Tysons Circulator routes 422, 423, and 424 to provide more direct connections and bi-directional service to the majority of passengers connecting with the Silver Line Metrorail; and
     • Combining routes 493 and 494, with service proposed to operate between Lorton, Saratoga, Springfield, and Tysons via the 95 and 495 Express Lanes.

     Routes affected by the proposed changes are 422, 423, 424, 493, 494, 495, 551, 928, 937, RIBS 1, RIBS 2, RIBS 3, RIBS 4, and RIBS 5. View details by route.

     • In times of disaster, we can't recover without you. We are calling together the community partners that provide day to day services to address disaster resiliency in our community. On January 27th we'll hold a seminar to educate and prepare for the unthinkable. The goal is to get to know our community partners, and prepare and learn about the resources and capabilities in the Sully District. We will create an awareness of each other, capabilities, resources, limitations and other essential information.
     • In February, we'll practice what we've learned with a table-top exercise.

   • The History Commission is offering an educational event regarding a Resident Curator Program in Fairfax County.
     • At 7:30 PM, Wednesday, March 4, 2015, in the first floor conference room of the Fairfax Regional Library, the History Commission will hear Mr. Peter Morrill, Curator Program Manager with the Maryland Department of Natural Resources speak to the Maryland Resident-Curatorship Program.
     • Mr. Morrill will present the development of Maryland’s program, its operations plan, and their specific process that potential curatorship applicants follow. He will also be speaking about Maryland’s structured process with parameters for establishing and running their program to include how they select their properties and their curators. He will likely discuss his job description so that we may understand the nature of his position in relation to their program.
     • A question and answer period will follow his presentation.
