- Fairfax Committee Of 100 meets on Wednesday, 30 April 2014 to discuss “How Will We Get The News? Journalism and the News Media in a Time of Rapid Change”
- Our distinguished speakers:
- Marty Baron, Executive Editor, The Washington Post
- Shelby Coffey, Vice Chairman, Newseum
- Some Background and Food for Thought
- This is a time of turmoil and transition for journalism and the news business.
- Print newspapers are in decline. Digital news sources are growing rapidly.
- Yet, despite recent doom and gloom, there is a new level of energy in the news business with new technology, new types of news sources, new revenue streams, and new entrepreneurs and investors such as Jeff Bezos buying the Washington Post.
- Our speakers come to us with long and very distinguished careers in the news business.
- Come hear them tell us how the times are changing and what lies in the future for journalism and for reporting and disseminating the news.
- What has happened to the incredible shrinking newspaper?
- Print journalism and newspapers have been in decline in recent years. Circulation has fallen. Advertising revenues have decreased rapidly. Content has been reduced. Staffs have been significantly reduced. Budgets have been slashed. Many daily newspapers have even reduced the size of their pages.
- The large majority of people producing original reporting are still in the print newspaper industry, but those jobs are far from secure. Full-time professional newsroom employment has been declining in recent years.
- So how will we get the news in the future? The number of digital news outlets has grown rapidly. There are now nearly 500 digital news outlets, most created in the past half-dozen years. These sites employ roughly 5000 full-time professionals. 30 of these sites account for 3000 of these jobs. International news is a significant area of current investment.
- So what do these rapid changes mean? Will print newspapers survive? Can digital news sources take up the slack? Can news reporting remain neutral and unbiased under the new conditions? Will the young generation pay attention to the news? How will we get our news?

- New Noise Ordinance
- On February 18, 2014, staff presented a draft for a new Noise Ordinance (Chapter 108.1 of the County Code) to the Board of Supervisors' Development Process Committee. The overall goal of the proposed Noise Ordinance is to minimize nighttime noise and guarantee residents a certain level of quietness within their homes. The proposed new Noise Ordinance would replace both the existing Noise Ordinance (Chapter 108) and the existing Excessive Sound Generation in Residential Areas and Dwellings provisions (Article 6 of Chapter 5 of the County Code). The Excessive Sound Generation in Residential Districts provisions were adopted by the Board on December 3, 2013 and a brief description of the amendment is located here.
- Among other things, the new Noise Ordinance prohibits certain noises and exempts certain other noises. A summary chart showing the applicability of the proposed Noise Ordinance has also been prepared.
- In order to obtain feedback on the proposed new Noise Ordinance, the following public meetings have been scheduled and all are invited to attend and make comments:
- Wednesday, May 7, 2014 from 7 - 9 p.m. at South County Government Center, 8350 Richmond Highway, Alexandria, VA 22309, in the Main Conference Room (SCC221)
- Monday, May 12, 2014 from 7 - 9 p.m. at Fairfax County Government Center, 12000 Government Center Parkway, Fairfax, VA 22035 in the Board Auditorium
- Monday, May 19, 2014 from 7 - 9 p.m. at Lemon Road Elementary School, 7230 Idylwood Road, Falls Church, VA 22043 in the school cafeteria
- In addition to the proposed Noise Ordinance and as requested by the Board, staff will solicit input at these public meetings on staff's proposal to address Group Assembly in Residential Dwellings.
- Additional information on the proposed Noise Ordinance is available at: http://www.fairfaxcounty.gov/dpz/zoning/noiseordinance/
- Group Assembly in Residential Dwellings
- Over the last several years, there have been complaints from residents regarding frequent and large gatherings at neighborhood homes. These gatherings can create parking, noise, and other concerns for the neighborhood. Although occasional, large gatherings - such as private parties, house concerts, religious meetings and social clubs - are expected and permissible activities at a home, gatherings that occur on a regular basis involving numerous people can detract from the residential nature of a neighborhood because most residential structures and neighborhoods are not designed to accommodate such events.
- Accordingly, it is recommended that language be added to the Zoning Ordinance to define what is a permissible "group assembly," and when associated with a residence, when such a group assembly is an appropriate "accessory use." Currently, the Zoning Ordinance does not identify guidelines for the frequency or scale at which group assembly is considered to be a permitted accessory use to a dwelling. Without such specificity, managing and addressing impacts of these large, frequent gatherings becomes problematic, and the County is limited in its ability to respond to neighborhood concerns.
- On February 18, 2014, Zoning Administration and Code Compliance staff presented the Board of Supervisors' Development Process Committee (Committee) with draft Zoning Ordinance text that limits the number of persons and frequency of large gatherings at a home. The Committee requested feedback from residents on the proposed text, and to that end, a series of open community dialogues are scheduled for this purpose as follows:
- These community meetings will also address proposed revisions to the Noise Ordinance. The results of this community feedback for both issues will be discussed with the Committee at a future meeting.
- Additional information on Group Assembly in Residential Dwellings is available at: http://www.fairfaxcounty.gov/dpz/zoning/groupassembly/
