     • Walsh, Colucci, Lubeley, Emrich & Walsh, P.C, has filed the above-referenced APR nomination, which is scheduled to be considered by the Sully District APR Task Force. They have offered to meet with the Sully District Council prior to APR Task Force to discuss the nomination and answer any questions.
     • Applicant is seeking to amend current language to include retail other than just furniture. SDC expressed concern that the Chantilly Crossing intersection is currently inadequate and that certain types of new retail would add to the traffic congestion. SDC requested that the Proponent consult with a transportation expert prior to the APR Task Force meeting on December 9 to examine the impact of certain types of retail development on traffic at that intersection.

     • Proponent: LB Franklin Farm LLC
     • Action: Special Exception (SE 2008-SU-032) for a "fast food" restaurant
     • Location: Franklin Farm shopping center

     • There is a new SE case accepted in Sully, SE 2008-SU-032, applicant is LB Franklin Farm LLC, for a "fast food" restaurant in Franklin Farm shopping center.
     • Walsh Colucci is the agent. Billy O'Donnell will be staff coordinator. PC public hearing date is 3-12-09.
     • This is for the same pad site as the PNC bank that was approved awhile back but never built.
     • SDC requested that Proponent seek comment from Franklin Farms. Proponent is to address any concerns that FF may have and come back to the SDC with presentation in February or March.

  3. 8:00
     • Proponent: Verizon Wireless
     • Action: install antenna on the top of water tank
     • Location: 3663 West Ox Rd

     • Verizon Wireless has a feature shown request to install antenna on the top of above water tank. Staff will have its report done and to P.C. in December. Not expecting it to be a public hearing.
     • SDC had no outstanding concerns or requests for additional information

  • The Alliance's 4th Annual What You Need to Know About Transportation Seminar at Capital One in McLean attracted over 150 attendees, including numerous state and local officials.
  • Expert panelists and their topics were as follows:
    • William C. Cuttler, P.E. VDOT Assistant District Administrator -- Profiled key projects currently underway to help get this region moving.
    • Alan Pisarski, Transportation Consultant and Author -- Explained why $4.00 per gallon gasoline is not "the tipping point" in terms of dictating transportation behavior and choices.
    • Tom Harrington, WMATA Director of Long Range Planning -- Provided a sobering reality check concerning why $3 billion in new federal and regional funds will not meet Metro's capital needs.
    • Robert Dunphy, Urban Land Institute Senior Fellow -- Described the multi-faceted approach necessary to accommodate the region's projected growth and mobility needs.
    • Dr. Ronald Kirby, Director of Transportation, National Capital Region TPB -- Outlined regional goals for curbing CO2 emissions and how technology will be the likely vehicle for success.
    • Transportation Secretary Pierce R. Homer -- Reported that drastic VDOT budget cuts will result in the delay or cancellation of many Northern Virginia projects.

• The Metropolitan Washington Air Quality Committee’s Technical Advisory Committee is looking for interested parties to fill 4 "stakeholder" positions on its committee.
  • The Technical Advisory Committee (TAC) reviews and recommends air quality planning materials and reports before they are considered by the Metropolitan Washington Air Quality Committee. The TAC meets the second Tuesday of the month from 10 am - 12 noon at the offices of Metropolitan Washington Council of Governments (COG), 777 North Capitol St., NE, Washington, D.C.
  • The COG offices are located 1 ½ blocks from the Union Station Metro Red Line, and underground parking is available from First Street.
