- Budgeting and Community Association Financing
Stephen Parker, of PIE-CSC, discussed Budgeting and Community Association Financing. The firm has created a
financial simulation model of a community association's operating and capital reserve accounts that analyzes cash flow,
income expenses and reserves. A community association must program expected community repairs or improvements in
future years with expected impact of inflation into its reserve budget. The association must have a strategy to both know
where it wants to be and how to get there.
Associations should review both long term (30 years) and near term (5 years) budgeting. Trends in the out years should
be positive, while the focus stays on the near term. They should also perform engineering studies on a recurring basis
to ensure that projections of long-term expenditures stay on track. The association must maintain a relationship of trust
between the board and the home owners. In addition, by law, the homeowners association board members have a legal
fiduciary relationship to maintain and care for the association's commonly owned assets.
- Air and Space Museum at Dulles
The Smithsonian Air and Space Museum will hold a public hearing on the environmental impact statement for its
proposed expansion at Dulles Airport. The hearing will be held on 17 September at Franklin Middle School.
- Baseball in Northern Virginia
The combined Northern Virginia Chambers of Commerce will hold a series of panel discussions on the impact of major
league baseball on northern Virginia. They will hold one of the panel discussions at Herndon High School at 10 a.m.,
7 September. The public and private individuals nominated over 50 sites to the commission looking at possible locations
for the stadium. One of the sites nominated is in the Dulles Corner Area. At the present time though, it looks as if the
Houston Astros may remain in Houston. If that happens, this discussion is moot, as there are no other teams considering
relocation.
- Board of Zoning Appeals
The Fairfax County Board of Supervisors has determined to broadcast future meetings of the Board of Zoning Appeals
on the county's cable channel.
- Fairfax Federation of Civic Associations
The next meeting of the Fairfax Federation of Civic Associations will feature Kate Hanley, Chair of the County Board
of Supervisors. The meeting is scheduled for 7 p.m., 19 September

The next meeting of the Sully District Council is scheduled for 7:30 p.m., 25 September.
