This APR was considered and recommended for approval by the 2004 Sully
District APR Task Force, but deferred by PC Koch. It is now scheduled
for PC consideration on April 27th and May 15th. The PC on the rezoning is

- Action: Colonial Pipeline Co. is asking for an SE
- Location: Petroleum distribution station and gas transmission line. With the Colonial Dulles Mainline Delivery Project ("the Project"), Colonial Pipeline Company ("Colonial") intends to construct a new transmission pipeline from a take-off facility at a point where Colonial's existing 36" interstate main line runs through Fairfax County in the vicinity of Dulles Airport. From the take-off point on a parcel owned by the Fairfax County Park Authority (the "Park Authority") just north of Mclearen Road across from Chantilly Highlands, a transmission pipeline of approximately 20" in diameter will run a course to the west of approximately 3 miles to connect to new receipt tanks at an existing tank farm, which is located on Airport property. The tanks supply jet fuel to the airlines that use the Airport.
Colonial has applied for a Special Exception for the location of the take-off point, and for the portion of the pipeline route that crosses the R-3 and PDH-3 land owned by the Park Authority. The balance of the pipeline route to the Airport traverses land zoned I-5, where the pipeline is a permitted use. Colonial has also applied for 2232 Review of three alternative routes for the Project.
The Project is necessary to meet the current and future demands for jet fuel at Dulles International Airport. Colonial's 36" interstate main line originates at its refinery in Houston and transports fuel from there to a depot in New Jersey, from which fuel is delivered to the Airport by tanker truck. Colonial proposes to connect a 20" transmission pipe line to its existing 36" interstate main line to bring jet fuel directly to the Airport and to avoid the need for an increasing number of large tanker trucks on the local and regional highways.
When the route crosses Centreville Road, it enters the I-5 zoning district where the transmission pipeline, as a Category 1 light utility, is a permitted use. For that reason, we did not show the routes on this representation of the area subject to the SE application.
Colonial has filed applications for 2232 review for 3 alternate routes, 2 of which are variations of a single route. Each route effectively begins at the take-off facility on the Park Authority property and follows a route through that property, enters the property of the Korean Orthodox Presbyterian Church, and follows the south perimeter of the Church property to the intersection of McLearen Road and Centreville Road. Crossing that intersection diagonally, each route enters the property of EDS Information Services L.L.C., and, turning south, runs parallel to Centreville Road.
One alternate route continues to parallel Centreville Road along the perimeter of the EDS property, turns west at the intersection of Wall Road and runs generally parallel to Wall Road until it enters the public right-of-way at Sully Road. The Wall Road Alternate Route remains in the Sully Road right-of-way until it enters Airport property at the Dulles Delivery Facility.
The remaining two routes, which are variations of one another, turn perpendicular to Centreville Road at the 3080 Centreville Partners property. Of these two routes, one runs through the EDS property, continuing in a more or less northeasterly direction until it enters the public right-of-way at Sully Road. The other is a variation of the that previous route, running through the EDS property, continuing in a more or less northeasterly direction, but diverging north to enter the public right-of-way at EDS Drive, which it follows until turning west to enter the property of Chantilly Express LLC. Following the southwestern boundary of that property, this second variation route enters an undeveloped parcel currently used as a dry storm detention pond, transects a corner of the property of Whitehall XIII Lincoln Park, LLC, and finally enters the public right-of-way at Sully Road.

- Action: This is a request for the rezoning of the subject property from the I-3 Light Intensity Industrial District to I-5 General Industrial District to permit the operation of a warehouse with associated retail and/or other uses allowed in I-5 District. As part of the development a building with associated parking lot will be constructed on the Property with a maximum floor area of 13,000 square foot (0.19 F.A.R.).
The remaining of the Property will remain open space (50 percent). The property described as Tax Map 033-2 ((1)) Parcel 0003, is located at 15110 Lee Jackson Memorial Highway ("Property"). It is currently vacant. The site is part of Land Unit F-1, classified Area III - Dulles Suburban Center for Mixed Uses in the Fairfax County Comprehensive Plan amended through 2-10-2003.
- Location: The Property is located on the north side of Lee Jackson Memorial Highway (Route 50), east of Loudon County Line. The site is surrounded by vacant properties to the north, east, Route 50 to the south, and wholesale, warehousing and storage to the west.
