There are concerns that neighbors won't have the opportunity to speak to the changes, or even be aware of the changes before they occur. County religious groups feel that the fees they presently have to pay to go through the process to be too high. At their discretion, the County Board of Supervisors may elect to waive the fees.
All units but the ADUs will be 24 feet wide with double garages and driveways suitable for the parking of additional cars. The ADUs will be 20 feet wide and located in the extreme south east of the parcel with their own on-street parking spaces.
Three roads converge onto this property, with two of the three (from Fair Ridge to the east and from the Centex property from the south) actually built. The road planned across the southern part of the Manor Care property is not presently built, and entered into this property across a lot that Winchester had not acquired. County staff requested that Winchester acquire the parcel and plan and construct the portion of the road on this property. Winchester will build the portion on its property that can be built without crossing environmentally sensitive ground, and escrow the necessary funds so their portion can be built at the same time the county, using Fairfax Center funds, builds the portion across the Manor Care property. With the acquisition of this additional parcel, Winchester modified its plans to include 14 additional units fronting Route 50 with access off what was Dorfield Drive. This parcel will be connected to the rest of the community by trails, without any vehicular connection.
The committee asked that Winchester require the Homeowner Association it establishes mow and landscape the runoff pond that will be the created. It also asked that Winchester alert prospective buyers of plans to ultimately connect the stubbed portion of the road to the west across the Manor Care property.
