5 April 1999 Sully District Land Use and Transportation Committee Report
by Jeff Parnes
  1. Attendance:

Members: Carol Hawn (Singleton's Grove), Jim Hart ( Heritage Forest), Mark McConn (Bull Run Estates), Jeffrey Parnes (Chantilly Highlands), Glenn Stroup (Franklin Farm), Larry Tessier (Franklin Glen)

  2. There will be a workshop on the proposed zoning ordinance amendment covering places of worship. The proposal would make places of worship a by-right use if the proposed size falls under a certain threshold. Under that threshold the there would be no requirement to hold public hearings.

There are concerns that neighbors won't have the opportunity to speak to the changes, or even be aware of the changes before they occur. County religious groups feel that the fees they presently have to pay to go through the process to be too high. At their discretion, the County Board of Supervisors may elect to waive the fees.

  3. They county is also proposing a change in the county's bread and breakfast ordinance. They propose removing the requirement that the B&Bs be built only in structures built before 1949. B&Bs would be allowed in residential areas, but not commercial areas. The ordinance stipulates the the establishment of a B&B shall not degrade residential communities.

  4. The parcel borders the Centex development on its south, and Centex had proffered certain recreation amenities in the land between the two developments. Staff has asked Winchester to coordinate their amenities with Centex. There is also a cemetery almost completely surrounded by this new development, whose ownership is questionable. Access to the cemetery will be provided, but Winchester would not proffer any commitment to its upkeep.

All units but the ADUs will be 24 feet wide with double garages and driveways suitable for the parking of additional cars. The ADUs will be 20 feet wide and located in the extreme south east of the parcel with their own on-street parking spaces.

Three roads converge onto this property, with two of the three (from Fair Ridge to the east and from the Centex property from the south) actually built. The road planned across the southern part of the Manor Care property is not presently built, and entered into this property across a lot that Winchester had not acquired. County staff requested that Winchester acquire the parcel and plan and construct the portion of the road on this property. Winchester will build the portion on its property that can be built without crossing environmentally sensitive ground, and escrow the necessary funds so their portion can be built at the same time the county, using Fairfax Center funds, builds the portion across the Manor Care property. With the acquisition of this additional parcel, Winchester modified its plans to include 14 additional units fronting Route 50 with access off what was Dorfield Drive. This parcel will be connected to the rest of the community by trails, without any vehicular connection.

The committee asked that Winchester require the Homeowner Association it establishes mow and landscape the runoff pond that will be the created. It also asked that Winchester alert prospective buyers of plans to ultimately connect the stubbed portion of the road to the west across the Manor Care property.

  5. The public hearing on the By-Right Place of Worship zoning ordinance was postponed until July. Areas of concern with the proposal include EQC enforcement, public hearing notification and referral to the Board of Zoning Appeals rather than the Planning Commission. This will be discussed in more detail at a forthcoming meeting

  6. The Dulles Corridor Transportation Study will be the subject of two public meetings starting at 7:00 p.m. on 4 and 6 May 1999. The 4 May meeting will be held at Potomac Falls High School in Sterling, while the 6 May meeting will be held at Spring Hill Elementary School in McLean.

Respectfully submitted,
