1. The Joint Sully District Land Use and Transportation Committee (JSDLU&TC) will meet online only at 7:00 p.m. on 15 April 2024 . This meeting is conducted with participation by members of both the Land Use and Transportation committees of the SDCCA and WFCCA

6. The Sully District Council of Citizens Associations Membership will meet on Wednesday, 24 April 2024
   • 7:00 — Historical Maps and the development of Sully area
   • 8:00 — Discussion with the Sully District Transportation Advisory Commissioner, Karen Campblin, postponed from February meeting

7. The JSDLU&TC will meet on Monday, 15 April 2024.
   
   • In light of an amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
   • All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.
   • Prospective presenters are requested to register on the Land Use and Transportation Committee Presentation Registration Form as a condition of their presentation.
   • Topics in no particular order or time schedule
     • New 'Title' for our recommendations
     Jehanne Arslan suggests that the Committee entertain changing the terminology of the recommendations we send to the BoS? She doesn't think our current 'Object/No Objection' serves us well — it obscures the fact we often have numerous, substantive concerns.
     Bonnie's excellent article on the misrepresentation of our position on the Agape proposal highlighted this problem. Future statements to the BoS could benefit from a very clear headline statement:
     For example:
     • Full Support: Approval Recommended
     • Concerns Identified: Reconsideration Recommended
     • No Support: Denial Recommended
     She could find no guidance in the ByLaws and she's sure someone can come up with better terminology... Again, apologies if this subject has been batted around ad nauseam.\
     
     FYI - She has a conflict tomorrow evening - citizen meeting on the redevelopment of the 33 acre ATT site on route 123/Jermantown in Oakton. Hopefully she'll be able to dial in before the end of the SDC meeting.
   • AGAPE rezoning
   • Chick Fil A has an application for an RZPA and FDPA, near Air & Space Museum Parkway, adding drive through canopies.
   • Cornerstones plan amendment
   • Costco has an SEA for adding a tire center, that is at the SW corner of 28 and 50
   • Korean Central Presbyterian Church has an SEA application in to amend development condition
   • Potomac Land Group III, want a RZPA to modify mix of uses and site design, a CDPA and FDPA and PRC plan amendment off Wall Rd
   • Pulte Homes is proposing new residential in Land Unit J, an RZ, FDP and PCA, 96 multifamily units with structured parking, 136 stacked townhomes and 85 traditional townhomes, Newbrook Drive and Poplar Tree Road.
   • RZ for a warehouse, north of 50, near the Loudoun line
   • RZ/FDP for residential, south of Old Mill Rd, west of 28 and east of Old Centreville Rd, by ANG DC Homes
   • Smart Traffic Lights
   Dianne Hansen tried to make some progress on installing "Smart Traffic Lights" in the area. Having responsive, fast acting lights (especially during late night light traffic) would be beneficial at the new 66 HOT lane interchanges. Here is some background information on this:
