7. The Sully District Council of Citizens Associations cosponsored, with Sully Supervisor Kathy Smith and Sully School Board member Seema Dix on 29 February 2024, the Sully Budget Town Hall
• Supervisor Kathy Smith and School Board Member Seema Dixit were joined by county staff and community members for the 2024 Sully District Budget Town Hall. This event is held annually to discuss the county's budget planning process for the upcoming fiscal year.
• This year's event took place at Rocky Run Middle School and provided a comprehensive overview of Fairfax County's financial landscape as well as the County Executive's FY 2025 Advertised Budget Plan. A video recording of the meeting is available online.
• Every March, the Board of Supervisors announces the advertised real estate tax rate, which acts as a ceiling for the tax rate. The final real estate tax rate adopted in May can be the same or lower than this amount, but not higher. The Board follows this process to establish a starting point for its deliberations as it gathers community feedback and awaits the outcome of the state's budgetary decisions (see full timeline).
• Last month the Board unanimously approved an advertised real estate tax rate of $1.135 per $100 of assessed value (watch video). The current real estate tax rate is $1.095, and a one-cent increase would equate to approximately $32.32 million in additional revenue for the county. 7. The JSDLU&TC will meet on Monday, 19 February 2024..
   
   • In light of an amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
   • All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.
   • Prospective presenters are requested to register on the Land Use and Transportation Committee Presentation Registration Form as a condition of their presentation.
   1. 7:00 — Cornerstones Plan Amendment
   • From the Joint Sully District Land Use and Transportation Committee Presentation Request Application Form:

     • Proposal: Tax Map Parcel:46-3 ((1)) 8 and 9B. This is to discuss the Cornerstones Plan amendment. The 1.12-acre subject property is located northwest of the interchange of Route 50 and West Ox Road and planned within Sub-unit C2 of the Comprehensive Plan's Fairfax Center Area Suburban Center, which recommends Residential use at 2 dwelling units per acre (du/ac) at the baseline level, or low intensity office use up to .25 Floor Area Ratio (FAR) at the overlay level. The Board requested that staff consider affordable housing up to a density of 35 du/ac as an alternative use on the property. A noise impact study should be a key component in the review of the amendment.

   2. 8:00 — Korean Central Presbyterian Church
   • From the Joint Sully District Land Use and Transportation Committee Presentation Request Application Form:
     • Proponent: Andrew Gregg, Bean, Kinney & Korman PC
     • Proposal: The Korean Central Presbyterian Church, a Virginia nonstock corporation ('KCPC,' 'Church,' or 'Applicant'), is requesting approval for a Special Exception Amendment to modify current Development Condition No. 12 to expand the grade level of its private school from kindergarten through 6th grade to kindergarten through 8th grade. The Property is located at 15451 Lee Highway (Route 29) in Centreville. The number of school children will remain at the approved maximum of 100 children. No interior or exterior physical improvements or changes are proposed. This proposed change is minor and will not materially alter school operations, given that there will be no improvements associated with the change and the number of children will remain consistent with previous approvals.

• WDU for-sale Program Announcement
• We thank the SDCCA for your previous coordination and feedback on the Workforce Dwelling Unit for-sale policy updates. The WDU for-sale revisions to the policy in the Comprehensive Plan are now posted online for public review! We will be accepting input until April 7, 2024. Attached is an announcement with two virtual dates where staff will present the program changes and then welcome comments and questions from the public. Please pass the attached announcement to the Sully District Council and any other outlets!

Thank you for the good discussion in connection with the zoning applications for Agape 's Independent Living and Adult Day Care Center proposal. Provided below is additional information as requested during the meeting. I hope this helps — please let us know if there are any further questions. Thanks again.
• Dining Services — The adult day care center offers meal services, and residents can choose to join the day care to access morning and afternoon meals. Residents will also have the option to prepare and/or bring their own food to the community spaces we will have throughout the building, including lounges on each floor. It is our experience that most residents in Independent Living facilities are comfortable using modern and convenient food delivery services such as Uber Eats, Door Dash, Grub Hub, etc.
• Pedestrian Connections — We have worked closely with County staff to identify a range of pedestrian connectivity improvements, including the two new crosswalks being proposed, to ensure adequate and direct pedestrian connections to nearby commercial amenities and existing bus stops. Our team has further investigated the potential for an additional pedestrian connection from Centerview Drive to Centreville Road as suggested during the meeting. Unfortunately, this additional connection will be difficult to implement given that the location of such a connection would require approvals of offsite property owners, including office condos. In our experience working with the Dulles Business Park, it is extremely challenging to receive approvals from these office condos. There are also some challenges related to grade, existing tree canopy, and existing light poles in this location. Notwithstanding, we are confident that there will be appropriate pedestrian access to the Sully Plaza retail center, which is just over a half mile walking distance (2,930 SF) using the existing and proposed facilities included with our application. For those residents not comfortable walking or driving, they can rely on the shuttle service that is being proffered.
• Bicycle Facilities — We have investigated the feasibility of a bike lane along Thunderbolt Place. The new striping along Thunderbolt Place is due to the curvature of the road that creates sight distance issues for vehicles turning out of the facility. Introducing bicyclists in this restricted area is a safety concern. Given the low speed of the road (25 mph) and low traffic volumes, it would be more logical to have bicyclists use the remaining right-of-way and then transition to the bike lane on Centerview Drive.
• Outdoor Noise — We recognize the concerns related to noise from aircraft overflights. The building has been sited outside of the DNL 65-70 contour and our noise study confirms a lower average noise of DNL 54 dBA. The outdoor recreation areas have likewise been located outside of the DNL 65-70 contour lines, which meets County policy for acceptable outdoor noise levels. Significant landscaping will be provided to soften sound reverberations in these outdoor recreation areas and we will continue to study methods to refine the architecture and open space areas to maximize comfort levels for residents. Proffered commitments are being proposed for adequate disclosure of the potential for aircraft generated noise in all rental and marketing materials, providing potential residents with a clear understanding of the site 's conditions when making the locational choice to live in the facility.
• Pool Tables and Darts — We appreciate the recommendation and agree with the need to ensure sufficient leisure and recreation opportunities. The final programming of the community areas have not yet been confirmed, but ultimately a range of indoor and outdoor amenities will be provided. The public park space includes game tables such as chess, ping pong, etc. The optional adult day care for residents will also have an increased level of activities for further interaction and stimulation.
• Max % of Residential Parking — The Independent Living assumes the County rate of 1 space per 4 dwelling units plus 1 space per staff member on major shift. This yields 57 required spaces for the Independent Living based on 228 proposed units, with an additional 30 spaces reserved for employees and visitors (87 total for Independent Living). Based on County rates, the adult day dare requires 50 additional spaces, for a total of 137 required spaces. We are proposing a total of 139 parking spaces. However, our experience at other adult day care centers is that many of the participants rely on shuttle instead of driving. The adult day care center has proffered to provide shuttle services to their customers and residents of the Independent Living Facility to provide greater access to local services and amenities. This service will be available to residents at no extra charge. This is a huge benefit to the residents and to the owners of the residential facility. In addition, a portion of the adult day care center participants will likely be residents of the Independent Living Facility, which creates inherent parking efficiencies and provides more spaces available for visitors.
9. Items of General Interest:
   • Virginia Tech Researchers Seeking Participants for a Study of Commuting Experiences
   • Virginia Tech researchers are recruiting participants for a research study about commuting experiences. Participation will consist of completion of an online opt-in survey (approximately 30 minutes) and an eight-week daily survey period (two approximately 10 minute online surveys per day; Monday – Friday). During the daily survey period, participants will have in-vehicle video and driving performance recording equipment installed into their personal vehicle and will also be asked to wear a wrist-worn device that tracks physical activity and sleep. Two in-person appointments will occur over the course of the study, comprising:
   • A 4 hour equipment installation appointment before the daily survey period
   • A 4 hour equipment uninstallation appointment after the daily survey period 
   • Participants may receive $30 — $500 depending on the extent of their participation.
   • Park Authority Launches Equity Survey To Help Improve Park Access
   • The Fairfax County Park Authority (FCPA) is conducting an online survey to identify ways to improve the user experience at its facilities. The survey is being offered in nine languages and will be available through April 1.
   • The survey will help assess factors that may be limiting community members' ability to access the FCPA's programs and amenities. The agency has actively been reviewing its processes in recent years, and the results of this latest survey will help inform the eventual recommendations to be presented to the Park Authority Board and Board of Supervisors later this fall.

   • The Fairfax County Department of Transportation's ongoing Route 29 Study is designed to evaluate the long-term needs of Route 29 between Buckleys Gate Drive/Summit Drive near the Fairfax County Parkway (VA 286) and Jermantown Road.
   • A virtual public meeting about the Study took place on 12 March, during which county staff shared project details and answered questions from community members. A recording of the meeting is available below:

   • Sign Up for Park Authority Spring Camps
   • Some of Fairfax County Park Authority's spring camps still have remaining spots available. This year's spring camps will be held during the following times (summer camps also available):

   • NVSWCD 2024 Seeding Sale underway
   • On March 14, 2024, the Northern Virginia Soil and Water Conservation District will begin accepting orders for their 2024 Annual Native Seedling Sale Program, through which they provide native trees and shrubs to Fairfax County residents at low cost. All seedlings are native to Northern Virginia and were selected with advice from the Fairfax County Urban Forestry Management Division and Virginia Department of Forestry.
   • Two packages are available featuring shrubs and trees that were specially selected because of their value to wildlife. See their website for more information.
   • Community Leadership Institute
   • The Community Leadership Institute, or CLI, is an educational program that community leaders in the National Capital Region to get involved in transportation-related decision-making at the local, state, and regional levels. Over the course of three sessions, participants learn how, where, and when transportation decisions are made in the region.
   • Ultimately, CLI participants learn to be regional transportation leaders by connecting the interests of their local communities, constituencies, and elected officials with the planning issues facing the entire metropolitan Washington region. 
   • CLI participants delve into case studies, engage through interactive group activities, and have the opportunity to meet other community leaders in the region.

• Fairfax County To Update Bicycle Parking Guidelines; Virtual Meeting Set for March 19, 2024
• The Fairfax County Department of Transportation (FCDOT) will host a virtual meeting on the updated Bicycle Parking Guidelines on Tuesday, March 19, 2024, at 6 p.m. FCDOT staff will present information on the updated guidance, answer questions and welcome feedback from attendees.
• Lack of secure bicycle parking at home and at daily destinations is a common barrier to bicycling as a convenient, healthy, affordable, and environmentally friendly way to travel. FCDOT believes adequate bicycle parking should be available at residences, places of employment, schools and other destinations, as well as wherever car parking is provided.
• While the recently amended Fairfax County Zoning Ordinance (6102. Bicycle Parking Requirements) sets a minimum bike parking rate, the ActiveFairfax Transportation Plan project is updating the 2017 Bicycle Parking Guidelines, which is a supplemental document to determine the desirable rate of short-term to long-term bike parking spaces, acceptable rack and facility design and location guidance, and optional enhancements to improve user comfort. The updated document will ensure the Bicycle Parking Guidelines are following the amended Zoning Ordinance and include current best practices.

• Provide Feedback on the Proposed Changes to the Affordable Homeownership Program
  
  • One of the ways that Fairfax County seeks to preserve its affordable housing supply is through the Workforce Dwelling Unit (WDU) program. WDUs are homes that can be purchased at below-market prices by qualified homebuyers earning between 70 and 120 percent of the Area Median Income (AMI). Residential developers in Fairfax County often agree to designate a certain number of their units to become WDUs in exchange for the county granting additional density for their project (permission to build more units within a particular parcel). In participating developments, 8 to 20 percent of the total new units become WDUs through the current program. 
  • Fairfax County is considering changes to improve the WDU program, which include:
    • Reducing the income levels that are served in the program
    • Expanding the areas where these units would be created
    • Ensuring that the types of units available to affordable homebuyers reflect those available to general market homebuyers
  • An upcoming virtual community meetings on d Wednesday, March 20 at 6:30 p.m. will allow attendees to learn about the proposed changes, ask questions, and provide comments. Community members can also share their feedback via email by Sunday, April 7. 
• Spring celebration to take over Frying Pan Farm Park next month
• Fairfax County residents don't have to head to D.C. to experience the flair of cherry blossoms. Frying Pan Farm Park in Herndon will be the site of a spring celebration to celebrate the arrival of cherry blossoms on Saturday, April 6.
• The event, "Into the Woods", is a free, self-paced tour that will include interactive stations that include fairy-house building and other crafts. "Discover the magic of Frying Pan Farm Park's woods, where the combination of spring sunshine and rare soil creates a vibrant ecosystem", the Fairfax County Park Authority said.
• The event is free and open for all ages. Registration is open online to help the park authority manage park volume. Attendees can choose from different program start times at 11 a.m., 11:30 a.m. and noon.

• Provide Feedback About Accessible Parking in Off-street Parking Areas
• The Board of Supervisors requested that county staff evaluate the current supply of accessible parking spaces in off-street parking areas. An online survey has been created to gather community feedback, and it will be available until Monday, April 15. Survey responses will help provide a more accurate view of accessible parking in Fairfax County and inform the consideration of future solutions.

• Earth Day Festival Returns to Sully Historic Site on April 20



• Spring is on the way and that means Earth Day is right around the corner! Mark your calendar and make your plans to join Fairfax County's largest, family-friendly Earth Day extravaganza at Sully Historic Site on Saturday, April 20. Celebrate Earth Day with a fantastic time filled with games, entertainment, food and a variety of hands-on crafts, exhibits and activities. Activities will take place all day long from 10 a.m. to 4 p.m. Admission is free. There is a parking fee of $10 per vehicle.
