   • The Joint committee, upon the report that the balloon test had finally been successfully completed after numerous weather-related postponements, approved the proposed communications installation

• In light of an amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
• All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.
• Prospective presenters are requested to register on the Land Use and Transportation Committee Presentation Registration Form as a condition of their presentation.

2. 7:45 — Update on Agritourism and Related Changes
   • Proponent: Sara Morgan, Senior Planner, Zoning Administration Division, Fairfax County Department of Planning and Development
   • Proposal: This amendment proposes to explicitly list, and define, Agritourism as a permitted accessory use to agriculture while establishing use limitations that address concerns surrounding the health, safety and general welfare of the community
   • Location: Countywide
   The following activities, and similar uses as determined by the Zoning Administrator, are under consideration to be permitted as an Agritourism use in conjunction with an agriculture operation:
   • Farm tours, including educational or entertainment programs, workshops, or demonstrations;
   • Harvest-your-own activities;
   • Seasonal festivals and attractions, including crop mazes or hayrides;
   • Events including, but not limited to, corporate picnics, family reunions, farm-to-table dinners, weddings, and similar uses;
   • Hiking, horseback riding, and other natural activities;
   • Historical and cultural activities; and
   • Other activities as determined by the Zoning Administrator.
   Other changes included in this amendment are related to farm worker housing, wayside stands, food trucks, and bed and breakfast.

• Proposal: An amendment to a previously approved special permit that allows a place of worship and child care on approximately 11 acres located in the southeast quadrant of Lee Highway and Cedar Spring Road. Centerpointe Church proposes a sanctuary with up to 500 seats and a child care center for up to 150 children.
• Location: Tax Map 64-2 ((3)) 21A also known as 6611 Cedar Spring Road

• Special permit amendment for a place of worship on Lee Highway at Cedar Spring Road. The property was previously approved for a place of worship that was never constructed although the approval remains valid. The prior approval was for a 700 seat sanctuary with a child care center for 60 children. cThe applicant's representative has been working closely with the adjacent neighbors on Cedar Spring Road. The hearing before the Board of Zoning Appeals is scheduled on April 28, 2021. The hearing may get bumped slightly as they have been working with staff regarding resolution to a question associated with interparcel access.

4. 9:00 — Our Lady of LaVang Parish — SP 2020-SU-106

• In January 2019 then At-Large Planning Commissioner Jim Hart reported that the BZA public hearing for Burbidge/Our Lady of Lavang was supposed to be 30 January 2019 but he thought the application was being withdrawn. It would have been for a Catholic church to be the new permittee for the church previously approved at the SE corner of Cedar Spring Rd and Lee Highway [next to Mulford School]. There were some transportation questions among other issues.
• This special permit is for a place of worship on Pleasant Valley Road near its intersection with Herndon Avenue on a vacant property of approximately 30 acres. The applicant is the Catholic Diocese of Arlington. The proposal is for a sanctuary of 800 seats, a fellowship hall, rectory, and private school for children from kindergarten to eighth grade. The school will also include a nursery school and child care to allow before and after school care.
• 860 seat sanctuary (implemented in two phases)
• 540 students - kindergarten through eighth grade
• 60 children – nursery school
• Child care for children enrolled in the nursery school and private school
• 367 parking spaces
• The improvements will be phased with the construction of the school in a later phase. The applicant's representative has reached out to surrounding neighbors and associations without much of a response. The hearing before the Board of Zoning Appeals is scheduled on May 12, 2021. She is not aware of any staff issues.

• Proposed Joint Committee resolution on Agritourism Amendment
• Jim Hart has provided a draft of a resolution on the Agritourism amendment, for consideration after this month's virtual meeting with staff.
  • He expects that there may be some edits suggested, but this at least is a strawman on paper, to focus the discussion.
  • He tried to incorporate what he thought the consensus position would be. The draft also repeats some of the same "whereases" from the earlier resolutions, and some of the land use and environmental concerns we have heard. And he tried to include quotes from the comp plan especially on important sections which are totally inconsistent with "Agritourism" as imagined in the staff report. He would like to attach the R-C and R-E map from before also.
  • He expects some other groups and HOAs from across the county will want to weigh in on "Agritourism" as well, and may have some issues of their own on this topic. These environmental concerns should be universal and countywide. This draft at least is a starting point for discussion. And once again there may be strength in numbers. And maybe this time there is less of a trendy push to "do something".
  • He is afraid we are going to keep seeing this kind of "streamlining" of uses and procedures on future zoning ordinance amendments, more by right uses, less citizen input.
  • Spoke with with Mary Cortina of the County staff, who he thinks she will be sympathetic on water quality issues, at least, and the locational problem [arterials], expanding uses on septic. She understands that the state code agritourism definitions are different and narrower than what staff is proposing locally. She also has concerns about no impervious surface standards (which we might ask for?), and no real minimum for what counts as an "agricultural operation". Could you have a couple tomato plants and a bushel basket, and is that enough to enable you to host a wedding/party/corporate event venue? A couple apple trees in pots, is that an orchard?
  • When the Agritourism amendment was advertised they have raised the 5 acres of land - suitable for agriculture to 7 acres by a friendly amendment to the original amendment. They have also added an administrative approval for B&B with requiring a health inspection.
• Jay Johnston reviewed the draft
  • With the exception of a comma or two he wouldn't attempt to make any changes to the document. He was concerned initially that we didn't talk about well water but further down it was covered. Also concerned about the lack of discussing "character of neighborhoods", which was covered later. While this won't directly impact most communities internally (lack of size of lots), it may certainly impact property surrounding some of the communities with a neighboring "agritourism activity".
  • He hoped that somewhere in the Virginia code there was a definition, which limited these type of activities for true agricultural activities — and it does. So what Fairfax County is trying to do is water down the code and include things that are not agricultural in nature. There is no reason that he can conger up or rational for allowing by-right activities. There would be little or no recourse for neighbors to stop the encroachment or the events. Cox Farm is a prime example of a good use as is perhaps the winery. But as we've discussed, the latest plan for the brewery is not — specifically lack of access from an arterial road, noise, potential environmental concerns, well water contamination, etc. These are good examples as is the proposed "Smith's Resort" (his term) off Bull Run Post Office Road — which obviously is not a good example.

• Fairfax Connector Passengers Reminded of Federal Face Mask Mandate on Buses, Transit Hubs:
• Fairfax County Department of Transportation (FCDOT) officials would like to remind Fairfax Connector passengers that they must wear a mask or a face covering, as now mandated by federal law, when taking public transit or visiting a transit hub in Fairfax County. Details
• This safety measure, which has been in place on board Fairfax Connector buses since May 2020, aims to protect passengers and bus operators during the ongoing COVID-19 pandemic. This requirement also aligns with the January 29, 2021, federal order issued by the Centers for Disease Control and Prevention (CDC).

• The Fairfax County Health Department is offering vaccination appointments/a> to qualified individuals. More information about vaccine phases and availability in the Fairfax Health District.

10. Scheduled Meetings/Events
• Springfield District Agritourism Town Hall, Monday, 29 March 2021
• The town hall will be broadcast on Channel 16 and Facebook Live on Springfield district page. No preregistration is needed. Questions may be submitted live in progress.

• Fairfax County 2021 Paving and Restriping Meetings
  • The Fairfax County Department of Transportation (FCDOT) scheduled virtual meetings for every district regarding the 2021 Paving and Restriping Program. The meetings, which are held with the Virginia Department of Transportation, are taking place from March to April.
  • The meetings feature a formal presentation followed by time for questions, feedback and comments. For residents who cannot attend the meetings in person, a video recording of the event along with the meeting presentation will be available on the District paving and restriping webpages, and feedback may be submitted online for two weeks following the meeting.
  • Overall, the paving and restriping program improves hundreds of roads in Fairfax County each year through maintenance and repaving. At the same time, state and county agencies coordinate restriping efforts to address safety issues for motorists, bicyclists and pedestrians through the creation of bike lanes, parking lanes, crosswalks and more.

• Route 28 Bypass Project — Transportation Tuesday Information Sessions
• The Prince William County Department of Transportation (PWC DOT) has launched a series of conversations to provide information on specific topics of interest related to the Route 28 Bypass Project. The second virtual information session will be held on April 27, 2021 from 12:00 — 1:00 PM and will focus on the Design Process and Timeline for the project.
