1. The Joint Sully District Land Use and Transportation Committee Meeting will meet virtually at 7:00 p.m. on 15 March 2021 Due to the intensification of the coronavirus pandemic this meeting will be conducted online only! This meeting will be held using a WebEx meeting url. Meeting Information:

3. The Joint Sully Land Use and Transportation Committee (JSDLU&TC) met on Monday, 15 February 2021.
   • 7:00 — AT&T Application for Telecommunications Facility at 6400 Old Centreville Road
     • The Joint Committee postponed consideration due to the weather delay of the balloon test.
   • 7:45 — Naming of the New bridge at Gabrielson Gardens
   • The Joint committee generated a letter sent to the Park Authority, its board and the Board of Supervisors questioning the process used in the renaming.

6. Joint Sully Land Use and Transportation Committee topics:


• In light of an amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
• All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.
• Prospective presenters are requested to register on the Land Use and Transportation Committee Presentation Registration Form as a condition of their presentation.

• 7:00 — AT&T Application for Telecommunications Facility at 6400 Old Centreville Road
• Proponent: Doug Sampson, Saul Ewing Arnstein & Lehr LLP
• Proposal: Build a telecommunications facility at the Centreville United Methodist Church
• Location: 6400 Old Centreville Road
• Doug Sampson is outside legal counsel for New Cingular Wireless PCS d/b/a AT&T ("AT&T"). AT&T is proposing a facility disguised as an 86-foot tall, functional bell tower attached to the existing church building. It will be designed to blend into the neighborhood while providing improved wireless services to the surrounding community. The facility will have space for AT&T and two additional wireless providers to bring necessary services to the area. The proposed facility will also be equipped with FirstNet – a nationwide high-speed broadband communications platform dedicated solely to America's first responders and emergency personnel which was established by the U.S. Congress following the attacks of 9/11. AT&T is excited about the opportunity to bring both emergency and non-emergency communication services to this part of Fairfax County.
• They had planned a balloon fly at the height of the proposed belltower on January 9th, and scheduled a virtual community meeting for owners of surrounding properties and any area HOAs.

• Also provided are a copy of the zoning drawings for the project and some information on FirstNet with which this site will be equipped.
• At our last meeting the Joint committee requested that they coordinate with the surrounding communities and return in February. We received this status update from Mr. Sampson
  • I wanted to follow-up on our previous conversations regarding the balloon test for AT&T's proposed stealth bell town at the Centreville United Methodist Church. As previously agreed, AT&T has scheduled a second balloon test which will take place next Saturday February 13th from 12:00-4:00 p.m. I am attaching the notice letter sent out to area residents on January 28th. I am hopeful that 16 days will provide sufficient time for the notices to reach their recipients prior to the balloon fly, as we previously experienced unprecedented delays with mail delivery over the holidays for our first balloon fly.
  • Ms. Hawn, you indicated that you can post this information on community message boards and social media in order to ensure the community is notified. Additionally, in lieu of a second community meeting, I am available by email or phone to answer any questions or concerns the community may have about the proposed Facility.   • Mr. Parnes, one additional follow-up from our previous discussion: the bell tower will be non-functional. It will be decorative only. There will be no active church bells inside the facility, which should mitigate any noise concerns raised at the previous LUT committee meeting. I look forward to discussing the community outreach and supplemental balloon test at your upcoming February 15th meeting.
• Due to the inclement weather the ballon test was postponed until last weekend. Carol Hawn repoted that the balloon finally made it into the air on Saturday, 13 March. She took photos where it can be seen from her street and thanked Doug for his patience and perseverance. Doug was glad they finally got it to work.
