- The Sully District Joint Land Use and Transportation Committee met at 7:00 p.m. on 18 November 2019 in the Sully District Governmental Center Rear Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151. This meeting is conducted with participation by members of both the Land Use and Transportation committees of the SDCCA and WFCCA. The meeting will be canceled if Fairfax County Schools or after school activities are canceled due to adverse weather the day of the meeting.

- In light of an amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
- All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.

- Proposal Details: The applicant, K. Hovnanian Homes at Pender Oaks, LLC, is requesting a Comprehensive Sign Plan (CSP 2018-SU-008) and Comprehensive Sign Plan Amendment (CSPA 83-C-021-02) to accompany the recently-approved K. Hovnanian at Pender Oaks project. The Pender Oaks residential rezoning was approved by the Board of Supervisors on October 16, 2018 via PCA 2009-SU-020-3 and RZ/FDP 2018-SU-008.
The site is subject to an existing Comprehensive Sign Plan Amendment (CSPA 83-C-021), which was approved in 2009. This CSP and CSPA request seeks to modify the prior CSPA to add multiple signs throughout the Pender Property for purposes of the residential project identification, wayfinding, building identification, project banners, tenant identification, and temporary signage.

- SE 2019-SU-002, Fairfax County Water Authority, to Permit a Heavy Public Utility Office and Maintenance Facilities, Located on Approximately 10.79 Acres of Land Zoned I-5, AN, and WS
- At the 15 October 15 October Board of Supervisors meeting Supervisor Kathy Smith made a motion to:
- Approve SE 2019-SU-002, subject to the development conditions dated September 4, 2019,
- Approve a modification of Par. 3 of Sect. 13-305 of the Zoning Ordinance for the transitional screening yard requirements to use existing vegetation and the proposed retaining wall along the western property line, as depicted on the Special Exception Plat, and
- Approve a modification of Par. 3B of Sect. 13-203 of the Zoning Ordinance for the peripheral parking lot landscaping along the southern property boundary in favor of shrubs depicted on the Special Exception Plat.
The motion was seconded by Supervisor Linda Smyth. The motion carried by unanimous vote.
- Background: This property is located at 14925 Willard Road, Chantilly, VA 20151. The application is to permit local office space and maintenance facilities for a heavy public utility facility. County staff recommends approval of SE 2019-SU-002, subject to the proposed development conditions in Appendix 1 of the staff report. On September 18, 2019, the Planning Commission voted 12-0 to recommend the following actions to the Board of Supervisors:
- Approval of SE 2019-SU-002, subject to the development conditions dated September 4, 2019;
- Modification of Par. 3 of Sect. 13-305 of the Zoning Ordinance for the transitional screening yard requirements to use existing vegetation and the proposed retaining wall along the western property line, as depicted in the special exception plat; and

- Planning Commission Meetings: The Planning Commission will meet on Thursday, October 24, 2019 at 7:30 p.m. at the Fairfax County Government Center (12000 Government Center Parkway, Fairfax, VA 22035) in the Board Auditorium. The meeting will be broadcast live on Channel 16. There are three Sully District cases on the agenda. More information about these cases is below.
- SE 2018-SU-027/SPA 2016-SU-090 (Stonebridge Investments, LLC)
This item is scheduled for decision only. The property is located on approximately 40.6216 acres of land zoned R-C (Residential Conservation) in the Sully District. The applicant is proposing the development of a new limited brewery in the R-C District. County staff recommends approval of SE 2018-SU-027, subject to the proposed development conditions in Appendix 1 of the staff report.
SDCCA Determination on this application:
- The SDCCA is in general support of the farm brewery application. However, it felt strongly that only very limited considerations had been made by FCDOT and VDOT staff in their examination of the proposed site roadway access and circulation system. This same perspective was expressed by all of the project area residents in attendance at this meeting. The Council thus formally expressed a strong concern over this issue.
- We would thus like to call upon the County Planning Commission to recommend that the Board of Supervisors direct FCDOT staff to reexamine the local roadway system in and around the Stone Bridge Community Planning Sector so that the fundamental objectives of the County Comprehensive Plan for this portion of Fairfax County can be more appropriately achieved
- CSP 2014-SU-016 (NR Preserve Phase I Property Owner, LLC and Preserve at Westfields Master, Association INC)
The property is located on approximately 50.59 acres zoned PRM (Planned Residential Mixed Use) in the Sully District. The applicant seeks approval of a Comprehensive Sign Plan for the "Preserve at Westfields" mixed-use development. County staff recommends approval of CSP 2014-SU-016, subject to the proposed development conditions contained in Appendix 1 of the staff report.

- FDPA 2006-SU-007-04/ 2232-Y18-15-1 (DPWES, Capital Facilities, Building Design Branch) -
The property is located on approximately 5 acres zoned PRM and WS (Water Supply Overlay District) in the Sully District. The applicant seeks approval of a Final Development Plan Amendment (FDPA) and 2232 review to permit site modifications to a previously approved public facility (Community Center). County staff recommends approval of FDPA 2006-SU-007-04, subject to the development conditions contained in Appendix 1 of the staff report. Staff recommends that the subject application 2232-Y18-15-1 should be considered a "feature shown" substantially in accord with the provisions of the adopted Comprehensive Plan.
SDCCA Determination on this application: The SDCCA had no objection.

The SDCCA is in general support of Assisted Living applications. However, after careful consideration of the application and based upon views expressed by the project area residents in attendance at this meeting, the Council has identified the following objections to this application:
- It is out of character with current development along the corridor,
- Its use of an onsite septic system to treat waste for an assisted-living facility
- Its vacation of a conservation easement

- On June 20, 2017 the Board of Supervisors (Board) authorized the consideration of a Comprehensive Plan Policy Plan amendment for an increased emphasis on energy efficiency as part of proffered green building commitments. The adopted Policy Plan for this area recommends no specific emphasis as part of proffered green building commitments. The Board requested that staff consider amending the Policy Plan to include an increased emphasis on energy efficiency as part of proffered green building commitments. View Staff Report

- Proposed Zoning Ordinance Amendment - Regional Mall Parking Rates
- The proposed amendment will revise the minimum parking requirements for a regional shopping center/mall with a gross floor area (gfa) of 800,000 square feet or more from the current requirement of 4.0 spaces per 1000 square feet of gfa to a rate between 2.5 and 3.0 spaces per 1000 square feet of gfa. The amendment has been advertised to allow the Board to consider a rate from 2.5 spaces per 1000 square feet of gfa up to the current requirement of 4.0 spaces per 1000 square feet of gfa.

- Improvements to Rt 29 approved at 15 October Board of Supervisors meeting
- Approval of and Authorization to Amend a Project Administration Agreement with the Virginia Department of Transportation for Transportation Improvements on Lee Highway (Route 29) from Union Mill Road to Buckleys Gate Drive (Springfield and Sully Districts)
- Supervisor Herrity made a motion to approve an additional $18,901,164 in funding for the project, and Adopt a resolution authorizing the Director of the Fairfax County Department of Transportation (FCDOT) to execute an amendment to the Project Administration Agreement (PAA) with VDOT, to continue implementation of the project. The motion was seconded by Supervisor Kathy Smith. The motion carried by unanimous vote.
- Background: This project will widen Lee Highway (Route 29) from Union Mill Road to Buckley's Gate Drive for a total of approximately 1.49 miles. The segment currently has four lanes. The project will widen the roadway to six lanes. In addition, the project will provide geometric improvements, curb and gutter, pedestrian and bicycle improvements, turn lanes, and storm water management facilities. The current total project estimate (TPE) for Phase II is approximately $85.9 million, an increase of approximately $18.9 million over the amount previously approved by the Board for the project on October 24, 2017. Increased costs are primarily due to changing market condition relating to economic factors (e.g., materials, labor costs), the need for a 15 percent contingency to account for potential additional market fluctuations, uncertainty in utility relocation costs, and the costs of potential sound walls.
- Endorsement of Design Plans for Route 29 (Lee Highway Phase II Widening Project from Union Mill Road to Buckleys Gate Drive (Springfield and Sully Districts)
- Supervisor Herrity made a motion to endorse the design plans for the Route 29 Phase II Widening project administered by VDOT as generally presented at the June 10, 2019, Design Public Hearing and authorize the Director of Fairfax County's Department of Transportation (FCDOT) to transmit the Board's endorsement to VDOT. The motion was seconded by Supervisor Kathy Smith. The motion carried by unanimous vote.
- Background: In 2005, VDOT conducted a feasibility study for providing a continuous six-lane section for Route 29 from Centreville to the City of Fairfax. After the study, segments of Route 29 were widened in phases starting in 2014. First, Fairfax County widened Route 29 from Legato Road to Shirley Gate Road. Afterward, VDOT widened the segment of Route 29 from Pickwick Road to Union Mill Road. These prior projects provide a continuous six-lane section between Centreville and the City of Fairfax except for the limits of this project. The current project with limits between Union Mill Road and Buckleys Gate Drive will fulfill the objective of providing a continuous six-lane section with bicycle and pedestrian facilities on Route 29 between Centreville and the City of Fairfax.
The Route 29 Phase II widening project between Union Mill Road and Buckleys Gate Drive consists of a total length of approximately 1.49 miles. Route 29 in this section is a four-lane median-divided facility functionally classified as a principal arterial with an Average Daily Traffic (ADT) of 33,000 and a projected ADT of 44,000 in the design year of 2043. The project will widen the roadway to a six-lane divided section and provide shared use paths on both sides of the roadway. Other improvements in this project include the following: intersection improvements; replacing the bridge over Willow Spring Branch built in 1938 with a box culvert; implementing access management strategies for safety and operations; adjusting the geometrics of the roadway including the vertical alignment to improve sight distance and meet standards; enhancements to the stormwater management facilities; and landscaping where feasible.

- Fairfax Connector Reston-Herndon Bus Service Review: Second Round of Community Input Opportunities
- Fairfax County Department of Transportation (FCDOT) will hold a second round of community input meetings and engagement opportunities to encourage public input on alternatives developed to provide enhanced Fairfax Connector bus service in the Reston and Herndon areas, including connections to the future Metrorail Silver Line Phase 2 stations in Herndon and Reston. The service alternatives were developed based on public input received through community engagement earlier this year, stakeholder engagement and technical analysis.

After this round of public engagement, FCDOT staff will develop a preferred service plan to provide better access to destinations, improved travel times, increased schedule reliability and more dependable service. The community will have an opportunity to review and comment on the preferred service plan in early 2020.

- 7:00 — Zoning Ordinance Modernization (zMOD) project
- Proponent: Casey Judge, Senior Planner, Zoning Administration Division, Fairfax County Department of Planning and Development
- Proposal: Fairfax County is working with Clarion Associates on a Zoning Ordinance Modernization project, or "zMOD", to re-write the 1978 Zoning Ordinance. This includes substantive changes and modernization efforts to land uses, definitions, and regulations, as well as reorganization and updating the language of the remaining articles of the Ordinance. The zMOD project has been ongoing since January of 2018 with public hearings on the new Ordinance expected in the Spring/Summer of 2020. This presentation will provide an overview of the project, as well as highlight substantive changes to uses and regulations of particular interest to residents, including Accessory Dwelling Units, Freestanding Accessory Structures, Home-Based Businesses, corner lots, and decks/patios.

T-Mobile will be the first wireless carrier to locate on the proposed tower.
