- The Sully District Joint Land Use and Transportation Committee met at 7:00 p.m. on 16 September 2019 in the Sully District Governmental Center Rear Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151. This meeting is conducted with participation by members of both the Land Use and Transportation committees of the SDCCA and WFCCA. The meeting will be canceled if Fairfax County Schools or after school activities are canceled due to adverse weather the day of the meeting.

- In light of an amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
- All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.

- Proposal Details: The Applicant, Elm Street Communities, Inc., seeks to rezone the referenced 19.92-acre parcel to the PDH-8 District (Planned Development Housing District 8 dwelling units per acre) to accommodate the development of up to 158 single-family attached dwelling units at a density of 7.93 dwelling units per acre.

- Planning Commission Meeting on Wednesday, September 18, 2019 at 7:30 p.m. will consider SE 2019-SU-002/2232-Y18-35 (Fairfax County Water Authority)
- The Planning Commission will meet at the Fairfax County Government Center (12000 Government Center Parkway, Fairfax, VA 22035) in the Board Auditorium. The meeting will be broadcast live on Channel 16. The one Sully District case on the agenda concerns a proposal to permit a local office space and maintenance facilities for Fairfax County Water Authority, a heavy public utility facility. The Sully Joint Land Use and Transportation Committee considered the proposal in June and had no objections. County staff recommends approval of SE 2019-SU-002, subject to the proposed development conditions contained in Appendix 1 of the staff report.

- Tree Care Spotlight: Managing Trees in Preservation Areas
- If you own property that is near a stream, it may be part of a network of preservation areas known as Chesapeake Bay Resource Protection Areas or RPAs. RPAs have been established around coastal areas and tributaries in Virginia to protect water quality in the Chesapeake Bay.
- What does this mean for property owners? You may be restricted from land disturbance activities including tree or shrub removal or adding new landscaping. Situations do arise where vegetation needs to be removed from a protected RPA, usually when a tree becomes a hazard to private property or the general public. When this is the case, the property owner must request a waiver from the Department of Land Development Services (LDS) and fill out a vegetation removal application prior to any disturbance.

- Try Transit Week & Car Free Days
- To encourage Fairfax County residents and visitors to get out of their cars and give transit a try, the Fairfax County Department of Transportation (FCDOT), Fairfax Connector, Fairfax County Commuter Services, and other regional transportation partners are offering commuters the chance to win great prizes during Try Transit Week (September 16-20, 2019) and Car Free Days (September 20-22, 2019).
- FCDOT will offer two opportunities for county residents to try transit and go car-free, including awarding a FREE $50 Smart Trip Card for use on transit or parking at Fairfax County's Metrorail parking garages to residents who qualify. Second, social media users will be able to share photos of their smart commuting on FCDOT's Facebook page for a chance to win an Echo Dot.
- In addition, participants in Try Transit Week and Car Free Days can also register for the following regional promotions:
- The VA Dept. of Rail and Public Transit is giving away a year of free transit service from a participating VA transit operator as well as a pair of round-trip tickets aboard Amtrak's Northeast Regional train to those who take the pledge to try transit, September 16-20, 2019.
- Commuter Connections, a program of the Metropolitan Washington Council of Governments, is hosting Car Free Days, September 20-22, 2019. Everyone who takes the pledge will receive a $30 gift certificate from Nift, along with a raffle entry for more than a dozen prizes of sports and museum tickets, Capital Bikeshare memberships, and gift certificates for food and groceries.
- Car Free Days also will count Car Light pledges, so individuals who can find alternative modes to run errands, grab lunch, or decrease their driving over the weekend also are eligible.

- Public Input Sought on Proposed Fairfax Connector Service Changes 7:00 p.m., Thursday, 19 September 2019
- The Fairfax County Department of Transportation (FCDOT) will hold a community input meeting at Eagle View Elementary School; Cafeteria (4500 Dixie Hill Road, Fairfax, VA) on proposed service changes to Fairfax Connector bus service that aims to enhance customer experience. Changes to five existing Fairfax Connector routes (306, 395, 640, 650, and 950) include major schedule adjustments to improve on-time performance and provide customers with more dependable service. - In addition to the community meeting, Fairfax Connector staff will be meeting with current passengers, in person, on routes that would be affected by the proposed service changes throughout September.
- Proposal Highlights:
- Route 640 (Stone Road/Westfields Boulevard) - Modify the 4:30 p.m. weekday trip leaving the Vienna Metrorail station and the corresponding return trip from Stone Road Park and Ride. Bus service at these locations is also provided on Routes 632 and 642. This adjustment will improve on-time performance and dependability.
- Route 650 (Chantilly) - Service to Sullyfield Circle will be realigned while Route 651 will continue to provide service to Sullyfield Circle during morning and afternoon rush hour. Passengers traveling outside of rush hour can access services at Walney Road. This adjustment will improve on-time performance.

- VDOT, FCDOT & NVTA proposed RT 28 Widening
- Fairfax County, in cooperation with the Virginia Department ofTransportation (VDOT), the Northern Virginia Transportation Authority (NVTA) and the Federal Highway Administration, is proposing to widen Route 28 (Centreville Road) from four to six lanes from the Prince William County/Fairfax County Line at Bull Run to Route 29 in Centreville.
- In accordance with the National Environmental Policy Act (NEPA) and 23 CFR 771, a Categorical Exclusion (CE) has been prepared in cooperation with the Federal Highway Administration for the project. In compliance with the National Historic Preservation Act, Section 106 and 36 CFR Part 800, information concerning the potential effects of the proposed project on properties listed in or eligible for listing in the National Register of Historic Places is also provided in the environmental document.
- Route 28 Widening Project Design Public Hearing from 6:30 to 9:00 p.m., Monday, September 23, 2019
- The hearing held At Centreville Elementary School (14330 Green Trails Boulevard, Centreville, VA), will include a formal presentation at 7:00 PM with proposed improvements for the project and tentative construction schedule. Documentation for the National Environmental Policy Act and National Historic Preservation Act (Section 106 and 36 CFR Part 800), which includes information on the potential effects of the proposed project on properties listed in or eligible for listing in the National Register of Historic Places, and property impact information also will be available for review and comment at the hearing.
- Information regarding the project and the environmental documentation also is available on the project webpage and at the Fairfax County Department ofTransportation (FCDOT), 4050 Legato Road, Suite 400, Fairfax, Virginia 22033. - Proposal Details: The applicant, K. Hovnanian Homes at Pender Oaks, LLC, is requesting a Comprehensive Sign Plan (CSP 2018-SU-008) and Comprehensive Sign Plan Amendment (CSPA 83-C-021-02) to accompany the recently-approved K. Hovnanian at Pender Oaks project. The Pender Oaks residential rezoning was approved by the Board of Supervisors on October 16, 2018 via PCA 2009-SU-020-3 and RZ/FDP 2018-SU-008.
The site is subject to an existing Comprehensive Sign Plan Amendment (CSPA 83-C-021), which was approved in 2009. This CSP and CSPA request seeks to modify the prior CSPA to add multiple signs throughout the Pender Property for purposes of the residential project identification, wayfinding, building identification, project banners, tenant identification, and temporary signage.
