- The Sully District Joint Land Use and Transportation Committee will meet at 7:00 p.m. on 25 February 2019 the fourth, rather than the third, Monday, in the Sully District Governmental Center Rear Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151. This meeting is conducted with participation by members of both the Land Use and Transportation committees of the SDCCA and WFCCA. The meeting will be canceled if Fairfax County Schools or after school activities are canceled due to adverse weather the day of the meeting.

- In light of an amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
- All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.
- Prospective presenters are requested to register on the Land Use and Transportation Committee Presentation Registration Form as a condition of their presentation.
- 7:00 -- Expansion of an existing indoor miniature golf use

- Proposal: SP 2016-SU-058
- Location: Fairfax County Tax Map Reference 34-3 ((5)) E4 (14130 Sullyfield Circle).

- Proposal Details: A&E Entertainment LLC (the "Applicant") proposes the expansion of an existing indoor commercial recreation use (indoor miniature golf) within an existing industrial building in the Sullyfield Business Park. In 2016, the Board of Zoning Appeals established the use with approval of SP 2016-SU-058 to allow indoor mini golf for up to 70 patrons. The Applicant now proposes to expand the approximately 12,000 square foot use by 9,000 square feet into an adjacent vacant tenant space to permit 60 additional patrons for up to 130 total patrons. No external changes are proposed with this application. The Applicant looks forward to expanding its existing amusement operations and better serving the Sully District.
- From the Statement of Justification:
- The Applicant now proposes to expand its currently operating indoor miniature golf establishment, classified as an indoor commercial recreation use, into a neighboring tenant space on the Subject Property. The additional gross floor area is comprised of approximately 9,000 square feet of the existing industrial building (the "Expansion Space"). The Expansion Space will include amusement activities such as a laser tag area, escape rooms, and arcades. Small accessory uses, including a dining area, kitchen, and lounge will support the entire indoor miniature golf establishment. The enclosed a floorplan illustrates the proposed expansion within the existing building.
- The Applicant's existing establishment has thrived and it now seeks to build upon such success through this proposed expansion. The expansion will allow the Applicant to broaden and enhance its amusement offerings. The Applicant will continue hosting birthday parties, corporate outings, and family groups from the current space, as well as the Expansion Space. The expansion will allow the Applicant to serve food and beverages to patrons and accommodate a eating area. The Applicant will comply with all Fairfax County Health Department as well as state regulations as may be applicable to food and beverage service.

- Proposal: PRESENT ZONING: (Residential) R-1 (Industrial) I-5
REQUESTED ZONING: (Planned Residential Mixed) PRM
- Location: Just over the line in Dranesville, on Frying Pan Rd
- From the Staff Report:
- PCA Proposal: To delete 37.20 acres from RZ C-637 to allow the property to be rezoned with RZ 2017-DR-012.
- RZ/CDP Proposal: The applicant seeks approval of a RZ and CDP application on 39.42 acres to permit a rezoning from the R-1and I-5 Districts to the PRM District fora maximum of 2,011,751 gross square feet of mixed-use development at a 1.15F AR, which includes 1,573,751 square feet of multi-family and single-family attached residential uses, and 438,000 square feet of commercial use (hotel, assisted living, or ret ail).
- FDP Proposal: The applicant seeks approval of an FDP application on a 21.26-acre portion of the concurrent RZ/CDP area to permit a maximum of 830,150 square feet of mixed-used development at a 0.90 FAR(inclusive of bonus density for affordable and workforce dwellings), which includes 730,150 square feet of residential uses to include 320 multi-family dwellings; 120 independent living dwellings; up to88single-family attached dwellings with an option to replace with 144 multi-family and 64 single-family attached dwellings; and a commercial use to include a 100,000 square foot assisted living-facility.
- STAFF RECOMMENDATIONS:
- Staff recommends approval of PCA C-637-05.
- Staff recommends approval of RZ 2017-DR-012 and the associated conceptual development plan, subject to the execution of proffers consistent with those found in Appendix 1 of the staff report.
- Staff recommends approval of FDP 2017-DR-012, subject to the development conditions contained in Appendix 2 of the staff report.
- At the Pomeroy public hearing, which starts about 1:34:25 in this video, most of the comments were related to the requested waiver of inter-parcel access to the church site.
- 8:20 -- Joint Land-use Task Force Update
- John Litzenberger asked Jim Neighbors to give a joint land-use task force update to the land-use committee meeting.

- At-Large Planning Commissioner Jim Hart reported that:
- We had 3 Sully cases set for public hearing at the PC on 20 February but the meeting was cancelled because of the snowstorm.
- FDPA 78-C-118-02/SE 2018-SU-016 (LB Franklin Farm LLC) -
The FDPA application seeks to amend the Final Development Plan for RZ 78-C-118 previously approved for mixed use development to replace a financial institution with a drive through with a restaurant with a drive through. The proposal will not impact the proffered 0.25 FAR. The SE application seeks approval to permit a restaurant with a drive through.

- RZ 2018-SU-023/SEA 94-Y-023 (Pohanka Virginia Properties, LLC) -
The applicant seeks approval of a rezoning on Tax Map 34-4 ((1)) Parcels 51 and 53 to rezone from the C-8, HC, WS to C-8, HC, WS Districts to consolidate two previous rezoning applications (RZ 90-S-010 and RZ 94-Y-018) under one application and set of proffers. The applicant seeks approval of a special exception amendment on Tax map 34-4 ((1)) Parcels 49, 50, 50A, 51, and 53 to allow for the continued operation and expansion of three vehicle sale, rental, and ancillary service establishments.

- At-Large Planning Commissioner Jim Hart reported that:
- Wireless Facility Zoning Ordinance Amendment:
- There have been changes in state law and a recent Federal Communications Commission (FCC) ruling regarding wireless facilities Fairfax County must decide how to amend sections of the Zoning Ordinance related to small cell facilities and their support structures. Given that the 2019 Virginia General Assembly has not pursued any additional legislation in this year's legislative session and the FCC's April 15, 2019, deadline, Fairfax County is diligently working toward having the Board being able to consider a Zoning Ordinance Amendment and an associated Policy Plan Amendment prior to April 15th. The timeline they are on is as follows:

- Public Meeting - 2/26/19 see flyer
- PC Telecommunication Committee meeting – 2/27/19 at 6:30 p.m.
- Planning Commission Public Hearing – 3/20/19 at 7:30 p.m.
- Board of Supervisors' Public Hearing – 4/9/19 at 2:30 p.m.
- The draft Zoning Ordinance Amendment has been written very broadly and with many options. They have taken into consideration all of the previously received comments, and most of the suggestions have been incorporated into at least one of the options. To help in understanding the draft Zoning Ordinance Amendment and options, see the above draft staff report summary. There is a "white" paper on the proposed Zoning Ordinance amendment, see below. An amendment website has been created at https://www.fairfaxcounty.gov/planning-zoning/zoning-ordinance/wireless-telecommunications-infrastructure and future updates will be added, including the white paper. The website includes a link to the draft Zoning Ordinance Amendment.
- In terms of outreach thus far, staff has created the website; scheduled the meetings listed above; sent out listserv messages to the Zoning Ordinance Amendment and zMOD listservs; met with the zMOD Land Use Attorneys and Citizens groups; will be meeting with the Board of Supervisor's land use aides on 2/15; coordinated with the Architectural Review Board; and sent out a notice and a request for input to those individuals who have previously expressed an interest in the amendment (this includes most of the major telecommunications carriers).

- The white paper Handout Regarding the Proposed Wireless Telecommunications Zoning Ordinance Amendment is available. The handout summarizes the 2018 State Code changes and the 2018 FCC Ruling that are prompting the need for the Zoning Ordinance amendment, and provides a summary of the 3 proposed options with benefits and challenges of each option.

- Planning Commission Meeting
- The Planning Commission will meet on Wednesday, February 27, 2019 at 7:30 p.m. at the Fairfax County Government Center (12000 Government Center Parkway, Fairfax, VA 22035) in the Board Auditorium. The meeting will be broadcast live on Channel 16. Meetings are also recorded on videotapes and audiocassettes, both of which are available for review at the Planning Commission office, by appointment.

- PA 2018-III-DS1 (Dulles Suburban Center, Land Unit J) -
On May 15, 2018, the Board of Supervisors authorized the consideration of Comprehensive Plan Amendment 2018-III-DS1, for Land Unit J of the Dulles Suburban Center.
The Board motion stated that the Plan amendment should consider the addition of new land uses generally within the current overall baseline intensity of .05 FAR, and that the review should include potential new areas for residential development, including areas not currently envisioned for residential use by the Plan as a result of airport noise contours identified on a 1992 map. - The next Sully District Council meeting is scheduled for Wednesday, 13 March 2019. when the Sully District Council will co-sponsor with Sully Supervisor Kathy Smith and Sully School Board member Tom Wilson the 2019 Sully District Budget Town Hall
This meeting will be held on the second Wednesday versus the usual fourth Wednesday, and at Chantilly High School's Lecture Hall versus the Sully District Governmental Center
