The meeting was called to order by Jeff Parnes, SDCCA Land Use Chair, at 7:00 PM.
SDC will not hold a Membership Meeting in December 2018

- David Houston briefed that Pohanka has been in business since 1919 and at this location since 1980s. There have been various rezonings to consolidate parcels. Last year as part of the Dulles Suburban Center study the wording was revised and density slightly increased via a Plan Amendment. This application implements the wording of the DSC Plan Amendment
- Scott Crabtree indicated that although they had requested a .22 FAR, they were allowed .25. They would prefer neither parking nor sidewalk on their side of Vernon street. To improve efficiency, Pohanka would like to:
- Add possible structured parking garage, not to be built presently but for future use in Phase II
- Increase size of Acura service facility and sales area
- Add new Chevrolet service bays
- Enclose shed area near Lexus facility
- Add detail bays
- Pohanka has moved all non-customer facing activities off-site behind Moore Cadillac in Loudoun County off Pleasant Valley Rd backing to airport. No cars are delivered to this site. They would prefer no parking on their side of Vernon street, and no sidewalk on their side.

- Q - Where would the new entrance off Vernon Street be located? A - New entrance along median line between Chevrolet and Acura facilities
- Q - Won't there be bottlenecks with less space for parking? A - Removing new cars to off-site storage will alleviate the problem

- Proposal Details: CH Realty VIII-JLB MF Fairfax Trinity, LLC seeks approval of a Comprehensive Sign Plan to allow for a coordinated and comprehensive plan of permanent and temporary signage for the Emerson.
We are representing a client (CH REALTY VIII-JLB MF FAIRFAX TRINITY, L.L.C.) in their efforts to obtain a Comprehensive Sign Plan for their new multifamily community located at 5865 Trinity Parkway in Centreville. The specific property tax map number is: 054 4((15)) 0012 A. We submitted our CSP application in late August 2018 and are scheduled to receive our first round of County staff comments on or about October 23rd . Assuming staff comments are not significant, we should be able to revise our application quickly and be ready to present the CSP in mid-November, or anytime thereafter. Our current schedule has us at the Planning Commission at the end of January or early February.

- Proponent: Gifford Hampshire, Blank Rome LLP
- Proposal: SE application for a Farm Brewery
- Location: Property adjoining the winery with separate access from Bull Run Post Office Road.
I represent Jon Hickox and Bull Run Winery in connection with a SE application for a Farm Brewery on property adjoining the winery with separate access from Bull Run Post Office Road. Our application has not yet been formally accepted by the Planning Office but we are responding to check list items to secure formal acceptance and are planning to resubmit for formal acceptance before the holiday.

- Farm brewery law changed after they started their permitting process
- Inspiration: The Stone House at Manassas battlefield and the Fairfax Wilcoxan Tavern
- The facility will be integrated with horse stable
- Grapes and hops are already growing on property
- Access will be off Bull Road Post Office Road, using an existing farm access road rather than subdivision road
- It won't be a museum, but will have artifacts on display - civil war and agriculture in Fairfax county
- Application not yet accepted by county – still under negotiation to remove deficiencies (combining horse farm and brewery on one plat)

- Q - Can the access road for this site be for the winery rather than access off Rt29 as trying to turn left when leaving is a problem? A - No, that would put too much traffic on Bull Run Post Office Road, and they enjoy the visibility they have off Rt 29
- Q - Will there be a restaurant on premises? A - No food, food trucks will park on site, but there will be no restaurant on premises
- Q - What events will you hold on the property? A - Up to 300 people at a time, private rentals for birthday parties, anniversaries, etc.
- Q - What will be the Water usage impact? A - Limited brewing on site, one special brew with most done off site
- Q - Will the facility have a porch? A - Yes
- Recommendation: Although the committee liked what they saw, the proponents need to return when the county has accepted their application (possibly in July)
- Next month's meetings will start at 7 PM in the Sully District Governmental Center Front Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151 unless otherwise noted
- The next Sully District Council meeting is scheduled for Wednesday, 23 January 2019 at 7 p.m.

- The joint Sully District Land Use and Transportation Committee will met on the fourth Wednesday of January due to the conflict with Martin Luther King Birthday Federal Holiday, on the 28th (see the agenda).
