- The Sully District Joint Land Use and Transportation Committee will meet at 7:00 p.m. on 6 February 2018 in the Sully District Governmental Center Rear Meeting Room, 4900 Stonecroft Boulevard, Chantilly, VA, 20151. This meeting is on the first Tuesday of the month with participation by members of both the Land Use and Transportation committees of the SDCCA and WFCCA. The meeting will be canceled if Fairfax County Schools or after school activities are canceled due to adverse weather the day of the meeting.

- In light of an amendment to the Code of Virginia, the county has provided us with a statement be to read when our land use committee meets with a prospective applicant for a rezoning or proffer condition amendment (PCA) for new residential development and/or new residential use in areas of the County that are not exempt from Virginia Code Section 15.2-2303.4. It is recommended that if our committee is meeting with more than one applicant to read this statement for each rezoning/PCA.
- All times estimates are provided as a courtesy, presentations will start after the completion of the proceeding presentation, however long it takes. Recommend that presenters be ready at least 30 minutes prior to their scheduled time.
- Prospective presenters are requested to register on the Land Use and Transportation Committee Presentation Registration Form as a condition of their presentation.

The following Staff Report has been posted on the Department of Planning and Zoning Website, Proposed Comprehensive Plan Amendments page:
- Submissions DSC-D1-1 (Middleton Farms) & DSC-D1-2 (Jackson Property) of the Dulles Suburban Center Study (Plan Amendment 2013-III-DS1) - On July 9, 2013, through the approval of the 2013 Comprehensive Plan Work Program, the Fairfax County Board of Supervisors (Board) authorized Plan Amendment (PA) 2013-III-DS1 for consideration of a Comprehensive Plan Amendment for the Dulles Suburban Center. As a part of the Dulles Suburban Center Study, submissions to suggest potential changes to the Dulles Suburban Center section of the Comprehensive Plan were received, including submissions DSC-D1-1 (Middleton Farms) and Submission DSC-D1-2 (Jackson Property).
- Submission DSC-D1-1 (Middleton Farms), located at 13801 Frying Pan Road and 13713 Frying pan Road Tax Map # 24-2 ((1))1, 10 is approx. 66.96 ac. and is located in both the Dranesville and Sully Supervisor Districts. These properties are under concurrent review for rezoning for residential use (RZ 2017-MD-027).
- Submission DSC-D1-2 (Jackson Property), located at 13717 Frying Pan Road, Tax Map # 24-2((1))2, 3, 4 is approx. 7.35 ac. and is located in the Dranesville Supervisor District.
- Tax Map # 24-2((1))1, 10 is planned for office use up to .15 FAR with an option for office, hotel, recreational facilities and support service retail uses up to .40 FAR with conditions. Tax Map # 24-2((1)) 2, 3, 4 is planned for public park use and office use up to .15 FAR, with an option for consolidation with the Tax Map # 24-2 ((1)) 1, 10, with conditions.
- The amendment will consider adding an option for the subject properties for residential use up to a density of 5 dwelling units per acre (du/ac).

- 8:15 -- Middleton Farms Rezoning

- Fairfax County staff conducted a community meeting on two Dulles Suburban Center Study proposals:
- DSC-D1-1 Middleton Farms (67 Acres)
- Current Comprehensive Plan Recommendation: Planned for office up to .15 FAR with an option for office, hotel, recreational facilities and support service retail up to .4 FAR with conditions.
- Proposed Plan Amendment: Add option for single-family attached residential units at a density of 5 dwelling units per acre (du/ac).
- DSC-D1-2 Jackson Property (7.35 Acres)
- Current Comprehensive Plan Recommendation: The southern portion of the sub-unit that includes the Horse Pen Run is planned for public park use. The remainder of the sub-unit is planned for office use up to .15 FAR to provide development that is compatible with existing and planned adjacent land uses within this land unit and Land Units D-2 and C. As an option, the land within this sub-unit may be consolidated with Tax Map Parcels 24-2((1)) 1 and 10 and used to support the development referred in Option 2 for the western portion of the land unit - Tax Map Parcels 24-2((1)) 1 and 10, upon which the entire sub-unit would be dedicated and developed with park and open space.
- Proposed Plan Amendment: Add an option for residential development up to 5 dwelling units per acre.
- Old Business
- Dunkin' Donuts SE 2017-SU-008 (Vigario Management Corp.)
- The Planning Commission will meet on Thursday, February 8, 2018 at 7:30 p.m. at the Fairfax County Government Center (12000 Government Center Parkway, Fairfax, VA 22035) in the Board Auditorium. This special exception application would enable the construction of a Dunkin’ Donuts facility adjacent to an Exxon Station on Lee Highway. It would be situated between Pickwick Shopping Center and Exxon. The address for the proposed development is 13839 Lee Highway. The property (Parcels 54-4 ((1)) 103/103B) is zoned C-8 and located within several overlay districts including the Highway Corridor, Sign Control, and Water Supply Protection Overlay Districts.

- Jim Neighbors asked Sully Supervisor Smith for a status reports on the developments at Preserve at Westfields and Commonwealth Centre.
Her reply follows: There is quite a bit of construction progress taking place at both locations and before you know it some of the buildings/homes will be completed.
- Preserve at Westfields -- Townhomes - Elm Street is developing the property and Craftmark and Van Metre are constructing the townhomes. It is anticipated that the first townhome deliveries will occur in March 2018. Elm Street will continue staggering their starts based on sales and hope to complete the townhome development by mid-2019.
- Preserve at Westfields -- Multifamily buildings and retail – Northwood Ravin is the developer for the two multifamily residential buildings and retail. Northwood Ravin plans to begin construction on the first residential building this spring and also the two retail parcels that flank the signalized entrance. It is anticipated that the first residential building and retail shells will be completed in mid-2019. Currently, the plan is to start the second residential building as soon as the first one is completed.
- Commonwealth Centre -- Retail - Regency is the developer and as you’re aware, Wegmans plans to open on Sunday, June 3, 2018. Regency, has officially announced eight of the 16 occupants for the retail space. At this time, I don’t have information on the opening dates for the other retail uses.
- Commonwealth Centre -- Residential and Retail --Regency is the developer. For the residential component the developer submitted a site plan and the County sent it back to the developer with comments. Recently, the developer resubmitted the site plan. On average the site plan process can take a year before a site plan is approved. Once the developer has an approved site plan they can begin construction. At this time, the developer has not submitted a site plan for the retail/movie theater component.
- Warehouse facility in Centreville -
RZ 2017-SU-025/SE 2017-SU-022-JSF Management, LLC. (PC Hearing)
- Application Summary: This was a multi-component rezoning and special exception application. The rezoning was to move the subject property from the C-7 to C-8 zoning classification. The associated special exception application was to enable a) a mini-warehousing facility on the C-8 zoned site and b) to increase the Floor Area Ratio from 0.50 to 0.70. The Planning Commission voted to recommend approval of the application on January 24, 2018.

- New Business
- Determination of when to hold future Joint Sully District Land Use and Transportation Meetings
It was has been mentioned that our current schedule of holding our meetings on the 2nd Tuesday oF the Month is not convenient for some committee members, and the meetings should be moved to the third Tuesday of the Month. This will be discussed tonight and a decision made.
- Items of General Interest:
- Current events at the Steven F. Udvar-Hazy Center
- Community Meeting to Discuss Allowing Suburban Office Buildings to be Converted into Other Uses
- Following a recent change to more easily allow empty office buildings in mixed use and industrial areas to be converted into other uses, Fairfax County officials are looking to expand this flexibility to offices in suburban neighborhoods.
- To introduce this proposal, the county held a community meeting on 29 January at the Fairfax County.
- At this meeting, county planners sought public feedback on what kinds of conversions to allow and the criteria and conditions for offices to be eligible for conversion, such as ensuring they are compatible with surrounding neighborhoods.
- The proposal would allow vacant or partially vacant offices to be turned into other uses without requiring a site-specific change to the land use plan, known as the Comprehensive Plan. This could give these offices new life as apartments, schools, co-working spaces, maker spaces or food incubators. As an example, a former, five-story brick office building across from the Seven Corners Shopping Center was converted into Bailey's Upper Elementary, the county's first "high rise" school.
- Even if this proposal is adopted, most eligible office buildings would still need to go through a rezoning process. This process offers many opportunities for community input, including public hearings before the Planning Commission and Board of Supervisors.
- Officials want to expand the conversion provisions to suburban office buildings as a way to deal with the more than 18 million square feet in vacant office space countywide.
- The Planning Commission is currently scheduled to hold a public hearing on the proposal on March 22, and the Board of Supervisors, which must ultimately approve it, plans to hold its public hearing on May 1.
- Last December, the board directed county planners to move forward with this proposed Comprehensive Plan amendment.
- New Sully Planning Commissioner
Supervisor Kathy Smith appointed Donte Tanner to the Planning Commission. Donte is an Air Force Veteran and small business owner. For the past decade, he has worked as a government contractor. Donte is the President and CEO of Forward Innovation Group, LLC. He has a Masters in Business Administration from the University of Phoenix and a Bachelor of Science degree from the United States Air Force Academy. Donte lives in Centreville with his wife and daughter.
- Sully District 2018 Paving and Restriping Meeting
- The Virginia Department of Transportation and Fairfax County Department of Transportation hosted a community information meeting to discuss this year’s paving and restriping efforts in the Sully District on Wednesday, 31 Jan.the Sully Governmental Center. The meeting provided residents with an opportunity to speak directly with road engineers and transportation planners about the repaving program, proposed striping changes and general traffic safety concerns. Information about repaving and restriping in the Sully District was on display in an open house format, with a presentation at 7:30 p.m.
- Community members were invited to give feedback on general traffic safety concerns regarding roads scheduled for repaving, and the proposed striping changes at the meeting or by submitting comments online via the comment form on the paving and restriping program page. Comments will be accepted through Feb. 17, 2018.
- Fairfax County's Zoning Modernization Project Launch
- Fairfax County helding its first community meeting on
24 January as it moves forward to modernize its 40-year old Zoning Ordinance.

- Meeting on Proposed Land Use Changes for Wall Road Commercial Site
- Community members were invited to a Dulles Suburban Center Study Community Meeting. The group met on 16 Januaryat the Sully Governmental Center. At this meeting, community members learnt about and provided feedback on the DSC-D3-1 submission (Wall Road) site and retail loadout considerations. The subject property is located at the northwest corner of the Wall Road/Centreville Road intersection, and is currently vacant. The Wall Road site falls in Land Unit D-3 of the Dulles Suburban Center (which includes Discovery Square and is adjacent to the Chantilly Highlands subdivision).
- The meeting featured a short presentations briefing attending community members about the planning background and associated planning proposals associated with the DSC-D3-1 site. The majority of the meeting was reserved for community members to provide feedback on the project site and the consideration of a reduction in the planned amount of retail and office uses for the site.
- Several Joint committee members attended. The citizens were very upset with the proposed change. Jeff Parnes will contact the Discovery residents and see if he can invite them to join the SDCCA and help them form a community association.

- Next Month's Sully District Council meeting is scheduled for Wednesday, 7 March 2018. This meeting, on the first Wednesday of the month, will be the Sully Budget Meeting jointly sponsored by Sully Supervisor Kathy Smith and the SDCCA. It will be held in the Little Theater of Rocky Run Intermediate School. Sully District School Board member Tom Wilson and County Executive Bryan Hill will attend.

Trustees of Pender United Methodist Church, on the north side of US 50 near the Harris Teeter have requested a PCA and SE. They are requesting several additions to an existing church building, up to a .25 FAR, and to increase the child care enrollment from 75 to 100. They also want to convert from an SPA to an SE. PC date tentatively 5-24-18.
